Summary of the work The specialist will conduct strategic business analysis for NHS Digital to support better, more cost effective, scalable, mobile led experiences for patients and clinicians. Identifying and analysing the organisational, capability and technical barriers to change; and designing effective interventions to accelerate delivery. Specialist role Business analyst Expected Contract Length 3 months (with the potential to extend) Latest start date 02/05/2017 Maximum Day Rate £950 per day. Early Market Engagement None. Who Speclialist Work With You will work with the Digital Delivery Director for NHS Digital and SRO for Domain A (Director of Digital Experience) and team, as well as teams within NHS Digital, Department of Health and local health providers. You will also work with both incumbent and potential suppliers of digital services to the NHS. What Specialists Work On NHS Digital is enabling the NHS to create better, more cost effective, scalable, mobile led experiences for patients and clinicians. The (business analyst) specialist will work on identifying and analysing the organisational, capability and technical barriers to achieving this ambition. Designing effective interventions to accelerate delivery. And enabling NHS Digital to better direct and harness the existing digital activity both internal and external to achieve outcomes greater than the sum of these parts. A significant element of the work will be to identify how the NHS can develop its “digital supply chain” in the service of its overall mission. Skills & Experience • Business analysis experience of digital transformation in both private and public sector organisations • Business analysis experience of overcoming the common barriers to change within large, complex public sector organisations • Business analysis experience leading the delivery of digital activities for large and complex organisations • Strong negotiation, relationship management and influencing skills at the most senior level • Strong agile delivery management experience • Experience of digital and in particular mobile supply chain providers • Experience of situational awareness analysis and value chain mapping methods • Understanding of the design and application of technology standards within complex organisations • Understanding of government technology strategy and GDS standards and controls Nice to Haves • Experience working with the NHS at a national level • Experience working with GP systems suppliers Work Location The specialist is not bound to work at any office of the buyer. However, the buyer's primary location for this contract is: 151 Buckingham Palace Road, Victoria, London. Working Arrangments Remote working is possible. The specialist may be required to attend face-to-face meetings in the NHS Digital office in Victoria, London. The supplier is expected to manage its own time and work effectively as part of a geographically distributed team. Security Clearance None. Additional T&Cs None. Could you please inform if this role is outside IR35? This requirement is outside of IR35. 2. How much time on the project might be needed face-to-face in Victoria, and are there any other on-site locations to consider? Our headquarters is Leeds so it would be expected that sometime is needed there also. Working remotely is an option. 3. Do you have a digital maturity model established for evaluating digital capability both now and in the future, and would you be open to recommendations? We have used the GDS and SFIA previously to assess maturity. We are open to recommendations. 4. Do the evaluation criteria and metrics to be used for this project need to be established upfront as part of the initial scoping process? They will need to be defined during the first week of the engagement. 5. In working with both incumbent and potential suppliers of digital services to the NHS, what scope exists for establishing online collaboration tools and data management, if any? We currently use Slack, Trello and are in the process of implementing JIRA corporately. 6. What is the lead time for feedback once the application is submitted? We aim to inform the top scoring 3 specialists that they are through to the next round within 24 hours. We aim to inform all unsuccessful specialists within a week. 7. Can more than one candidate per supplier be submitted for this role There is no limit. However, you can only submit one specialist per individual submission. 8. Is there any travel involved in this role and will the travel expenses be paid ? Some travel maybe required. Travel expenses will not be paid. 9. What is the total number for positions open for this role At present NHS Digital only requires one Business Analyst for the Digital Capability project. 10. Will you consider EU passport holders for this role? Yes. 11. Would you consider Work Permit holders (e.g. Tier 2 general Visa) for this role ? Yes. 12. Is the rate inclusive or exclusive of VAT? Exclusive. 13. Could you clarify if you are looking for a supplier with experience of a particular supply chain solution such as SAP or Oracle? No we are not, we are open to suggestions. 14. What is meant by "Experience of digital and in particular mobile supply chain providers"? Is this providers of digital and mobile deliverables, platforms and skills or is this knowledge of a digital or mobile supply chain app? It is both. 15. What are the main expected outcomes and KPIs for this project? The main outcomes/KPIs are:- increased usage of digital tools by clinicians and patients- improved patient experience of digital tools- more cost effective commissioning of digital tools. 16. Would you be able to clarify what is meant by 'mobile supply chain providers' please ? It means Apple and Google, etc but could also apply to the creators of these tools e.g. Babylon.
