Summary of the work This role is aimed at experienced Senior Programme SME and involves the setting up, establishment and growth of project controls as laid down by the central ISS PMO function so as to ensure coherence across the DaaP (Base) programme. Specialist role Programme manager Expected Contract Length until 30/10/17 Latest start date 22/05/2017 Maximum Day Rate The agency will be paid up to a maximum of £800 per day. This role is Inside IR35. Who Speclialist Work With Civilian, Military and Contractors that all working within the ISS Dev DaaP team. What Specialists Work On Capture, consolidate, optimise and integrate the DaaP (B) programme plans and any aligned projects. Co-ordinate service integration, transition and migration. Co-ordination of communications and business change management within the programme at a project level. Capture, consolidate and manage all risks and dependencies across the DaaP programme. Skills & Experience • Ability to bring together multiple teams across a large programme. 10% • Managed large programmes, demonstrate dealing with co-ordination, cohesion, facilitation as laid out in APMP or Prince2 (Planning, risk, issues, dependency's, resources, costs etc). 10% • Must be able to work with senior leadership within an organisation in order to provide information in a suitable manner that will enabling business decisions based on risk. 10% • Planning - integration and optimisation. 8% • RAID management. 8% • Dependency management. 8% • Communication experience across large 150k plus customer base. 10% • Business change management experience. 8% • Governance and Senior Leadership experience. 8% Nice to Haves • Demonstrated facilitation skills. 5% • Equipment/infrastructure installation skills (at a leadership not physical level). 5% • Commercial Knowledge and experience. 5% • Experience with working with 3rd Party Vendors. 5% Work Location The individual will be based in Corsham, Westwells Road, Corsham, SN13 9NR Working Arrangments 5 days a week (37 hours per week) within a bandwidth of 08:00 - 18:00 Security Clearance Individuals will be required to hold a minimum of 'SC' clearance. Will the specialist be accepted if they hold Discloure scotland/BPSS and SC will be attained when the role is offered or you expect specialists to have the SC before submission. We expect the individual to hold SC clearance before submission due to the project teams they will need to work with. 2. We have the ability to resource this request through another framework at preferential rates - are we able to bid through that framework ? We have chosen to use the DOS Framework. 3. Who and how should we submit evidence to? This requirement is for 1 post. You are to complete the spreadsheet on the portal and submit one CV only. Both the information on the portal and the CVs shall be used for sifting. Where and when do I submit my evidence? CVs must be in WORD FORMAT ONLY and must not include day rates. The CV file must be in the following format: ‘YYMMDD_CCT414_SUPPLIER NAME_Candidate Name_CV. Responses in any other format will NOT be evaluated. Once the advert has closed we will issue you a template to complete for the following information; SC Start Date, SC Expiry Date, Reference Number, Candidate Date of Birth and car details - do not send until you have the template. 6. How many candidate CVs can bidders submit? One CV only please. 7. What is the maximum number of pages of CV? CVs are to be no more than 4 sides of A4. The response should be ‘self contained’ i.e. do not link to external information as it will NOT be evaluated. Do not ‘embed or attach’ files or other ‘objects’ within any of the documents or to your email response – they will not be opened (nor evaluated). 8. Is there a current incumbent? There has been an incumbent in this post until 31.03.17. 9. We prefer to ask our questions direct - can we email you directly. If you have a question use the portal. 10. Do we have to do the DOS template and send the CV. Yes you must complete both. 11. Is the rate inclusive or exclusive of VAT? Exclusive. 12. What are the other expenses which will be paid ? Only T&S if we ask the individual to attend meetings elsewhere. T&S will be in accordance with MoD Civilian Policy Guidelines. Is there anything else you are expecting? 13. If there is any travel involved in this role and will the travel expenses be paid ? All T&S will be paid in accordance with latest MoD Civilian T&S Policy. It must be pre-agreed and once the travel has been made you will claim via the relevant line on the purchase order in CP&F. 14. What is the lead time for feedback once the application is submitted? We aim to do this as soon as possible but it could be around 1 week to 10 days depending on the availability of the senior team. 15. Can a candidate with DV clearance be considered for this role ? Of course, our minimum requirement is SC. 16. Is this role inside IR35? As stated in the advert this role is INSIDE IR35 17.
