Summary of the work The role is aimed at experienced EPM Specialists. Support is required to administer, configure, integrate, align and train users to ensure that users are able to access and exploit EPM to support ISS and the PMO. Experience in MS EPM administration is essential. Specialist role Programme manager Expected Contract Length Expiry will be 22nd December 2017, options included to extend up to a maximum of 2 years. Latest start date 12 June 2017 Maximum Day Rate The day rate will be a maximum of £800 per day, this is to include all agency fees. Who Speclialist Work With ISS PMO and ISS Project Teams What Specialists Work On Support is required to administer, configure, integrate, align and train users to ensure that users are able to access and exploit EPM to support ISS and the PMO. Skills & Experience • Strong understanding of Enterprise Project Management and experience of providing EPM training - 10% • Experience of EPM Administation - 10% • Experience of EPM Configuration, including creation of global views, user groups and reports - 20% • Experience of EPM allignment and integration - 5% • Experience of development of Standards, Process and role design - 10% • Development of Work Instructions - 5% • Understanding of the management of plans and schedules at different hierarchical levels through consolidation or using Integrated Master Schedules - 5% • Experience in performing schedule risk and impact analysis with a detailed understanding of critical path analysis, schedule integrity and progress reporting - 5% • Experience in developing and managing fully resourced schedules (including resource loading and levelling to actively manage workload and over or under allocations) - 5% • Understanding of planning for technically complex large-scale IT projects and programmes 5% • Must have detailed understanding of standard project management principles and techniques (e.g. APM, MSP, Prince2, PMI) - 5% • Understand dependency linking (int & ext dependencies) - 5% Nice to Haves • Recent and relevant experience in the defence sector - 5% • Knowledge of Agile Project Delivery and Experience of applying Risk Management methods and principles - 5% Work Location The individual will be based in Corsham, Westwells Road, Corsham, SN13 9NR Working Arrangments 5 days a week (37 hours per week) No expenses will be paid, all the tasking will to be carried out on site there will be no 'OFF-SITE' working. All resources will be provided access to the organisation's IT system and no utilisation of personal or company laptops will be permitted. Security Clearance Individuals will be required to hold a minimum of 'SC' clearance in order to work across the various projects within the ISS Portfolio. Additional T&Cs No Homeworking and No Company or Personal Laptops. Is this role inside IR35 This role is INSIDE IR35. 2. Will the specialist be accepted if they hold Discloure scotland/BPSS and SC will be attained when the role is offered or you expect specialists to have the SC before submission. We expect the individual to hold SC clearance before submission due to the project teams they will need to work with. 3. We have the ability to resource this request through another framework at preferential rates - are we able to bid through that framework ? We have chosen to use the DOS Framework. 4. Who and how should we submit evidence to? This requirement is for 1 post. You are to complete the spreadsheet on the portal and submit one CV only. Both the information on the portal and the CVs shall be used for sifting.If you do not meet all essential criteria you will not be progressed further, Please do not waste our time inserting a 'No Evidence' comment in the essential column just to get through, we will sift you out without looking at the CV. 5. Where and when do I submit my evidence? CVs must be in WORD FORMAT ONLY and must not include day rates. The CV file must be in the following format: ‘YYMMDD_CCT410_SUPPLIER NAME_Candidate Name_CV. You are required to submit an excel spreadsheet with the following details for your candidates; Name, Date of Birth, Day Rate, SC/DV Start Date, SC/DV End Date, SC/DV Reference Number, Car Make / Model, Car Colour, Car Registration 7. How many candidate CVs can bidders submit? How many candidate CVs can bidders submit? 8. What is the maximum number of pages of CV and Font Size? The maximum number of pages per CV is 4 sides of A4 in Arial, font size 12. Any CV which is longer than the specified limits will be truncated and only the [4] four sides of A4 will be evaluated. 9. Can bidders include Links within CV or embed or attached files to email submission? No. The response should be ‘self contained’ i.e. do not link to external information as it will NOT be evaluated. Do not ‘embed or attach’ files or other ‘objects’ within any of the documents or to your email response – they will not be opened (nor evaluated). 10. Will all responses automatically be evaluated? NO. THE AUTHORITY RESERVES THE RIGHT TO REJECT ANY RESPONSE WHICH IS HAS NOT FOLLOWED THE ABOVE INSTRUCTIONS OR IS OUTSIDE THE BUDGET ENVELOPE. 11. What is the procurement timescales for this requirement? The timescales are as follows; 2359hrs on 02nd May is deadline for CVs. W/C 08th May will be the sift and interviews will be on the 18th May ONLY and held in Corsham. 12. What is the length of the contract? The contract will expire on 22 December 2017. Funding pending and should the need arise we will offer 1 x 3 month and 2 x 6 month extensions. 13. Is there a current incumbent? There has been an incumbent in this post until 31.03.17 This is a fair and open competition and just because there has been an incumbent doesn't mean there isn't someone equally as good or better on the market. 14. This post went live at around 10pm last night, no one has yet to apply. Until the last day it is very unlikely that I will start seeing CVs. The PM is open and honest and therefore we are looking to fill the vacancy with the best candidate we can find on the market that is available at this time. 17. Can you clarify the position of the incumbent please? Are they also able to reapply for this post? The incumbents contract ended on the 31st March, I have no interest in what they are currently doing as that is none of my business. This is an open competition and therefore anyone can apply. 18. Can more than one candidate per supplier be submitted for this role ? No just one please. 19. What is the lead time for feedback once the application is submitted? Depending on the amount of applicants and our other DOS commitments, it could be 7-10 days but we will aim to do this as quick as possible. 20. Is the rate inclusive or exclusive of VAT? Exclusive 21. Can a candidate with DV clearance be considered for this role ? Yes SC is our minimum requirement. 22. From job description it seems to be a role for a EPM 2013 SME with good EPM administration experience , but in the specialist role section its mentioned under Programme manager. So are you looking for a Programme Manager with hands on experience in EPM 2013 ? No, we don't want a programme manager we want an EPM 2013 specialist.
