Tender description

Norfolk County Council in its capacity as Managing Authority of the Interreg VA France (Channel) England Programme 2014-2020 (FCE programme) wishes to procure evaluations of the implementation and impact of the FCE programme. The FCE programme seeks to address common challenges on both sides of the Channel through cooperation. The programme funds projects under 5 specific objectives: Innovation, social innovation, low carbon initiatives, enhancing the attractiveness of the area and coastal and transitional water ecosystems. The evaluations would cover all 5 specific objectives and would involve working with material in both English and French. Norfolk County Council in its capacity as Managing Authority of the Interreg VA France (Channel) England Programme 2014-2020 (FCE programme) wishes to procure evaluations of the implementation and impact of the FCE programme. The evaluations will support programme implementation by assessing whether the programme is on target to realise the intended change in the programme area and whether its approach to achieving this change could be improved: this will be undertaken as part of the Implementation Evaluation. In addition the evaluations will assess the extent to which the programme has achieved the intended change: this will be undertaken as part of the Impact Evaluation and Evaluation of Future Cooperation Potential. We require evidence regarding the effectiveness and efficiency of programme mechanisms for achieving change, and proposals to support ongoing improvement and refinement of programme processes. Thereafter the results represent resource for future planning, as well as a record of the results of the programme for the programme to be accountable for its use of public money. The results are aimed at the following audiences: — PMC and other programme bodies. — The European Commission. — Other Interreg programmes. — National, regional and local governments in the UK and France. — The general public. 4 objectives will be pursued by the evaluations: Objective 1: To assess the extent to which the programme is on track to achieving its delivery and whether programme mechanisms could be improved to make delivery more efficient and effective. Objective 2: To measure the change in the Programme area relative to the objectives of the Programme. Objective 3: To assess the extent to which the observed changes can be attributed to the Programme and whether this represents the programme's full potential. Objective 4: To assess the added value of using cross-border cooperation to achieve change in the FCE area, and potential of cooperation in the FCE area after the end of the programme.
