Summary of the work To advise and help enhance a Forecasting and HR Tool. Built using asp.net (C#) to show and allow amendments of a sql database. Specialist role Developer Expected Contract Length 5-10 days work, over a period of 4-8 weeks Latest start date 15/05/2017 Who Speclialist Work With Programme Manager will lead the work Developer will be the person working closely with the C# specialist What Specialists Work On Looking for someone to advise and potentially help to enhance a current Finance, Forecasting and HR Tool. The Tool is web based, built using asp.net (C#) to show and allow amendments of a sql database. The initial requirement is to establish what changes are required in the code and estimate the time required to make and test these changes. Also to advise a current team member the best way to make these changes. There may then possibly be a requirement to help that team member in some development of the Tool. Skills & Experience • Very Good C# skills • Good knowledge of sql databases • Ability to understand new systems quickly and explain those details to others. Work Location Can work remotely. Office based in London if required. Working Arrangments We would like approx five days work and support to be used over a number of weeks. This could be a mixture of phone, email, screen sharing. Unlikely to be working directly with the developer. Please would you confirm the IR35 status of this position, whether in or out? We would expect this role to be outside the scope of IR35, as the candidate would not hold a fixed office position and we would be happy for the services to be substituted by someone who has the same knowledge or experience. However once a suitable candidate is found, we would need to complete the HMRC questionnaire based on information provided, to ensure this is still accurate. 2. What is the daily rate for this role? Unknown. Need to see what market rate is. 3. Is this inside or outside IR35? We would expect this role to be outside the scope of IR35, as the candidate would not hold a fixed office position and we would be happy for the services to be substituted by someone who has the same knowledge or experience. However once a suitable candidate is found, we would need to complete the HMRC questionnaire based on information provided, to ensure this is still accurate. 4. "The buyer will assess and score your evidence to shortlist the best specialists. You’ll need to meet or exceed their essential requirements to get through to the next stage. Evidence structure When you write your evidence, you should be specific about: *what the situation was *the work the specialist did *what the results were There’s a 100-word maximum for each essential or nice-to-have requirement." Once another department penalised us for following this to the letter. Can we be assured evaluations use the specified criteria not some arbitrary ones? Please be assured, all applications will be evaluated using the specified criteria. 5. "How to give evidence You should only provide one example for each essential or nice-to-have requirement (unless the buyer specifies otherwise). You can reuse examples across different essential or nice-to-have requirements if you need to." The buyer does not specify if they want more than one piece of evidence. We have inordinate amounts of it. Will one suffice in evidence structure to keep within 100 word limit, or do you want as many as we can fit in? If the latter, will you accept links to case studies or CVs? Please ensure answers are structured to remain within the 100 word limit. Hyperlinks will not be accepted. 6. Is this position inside or outside IR35? How does the department intend to provide the specifications and/or acceptance tests to the supplier? BDD, TDD, use cases, design specification, formal specification, CDC, mock-ups or some other method? An informal interview will be held with candidates to assess their competency and suitability. 8. What is the maximum day rate for this role? Unknown. Need to see what market rate is. 9. Can the candidate work from the office if he does not want to work remotely? Yes 10. Can any other higher security clearance be considered? Yes, BPSS is the minimum standard required. 11. What is the lead time for feedback once the application is submitted? We will aim to provide feedback within a week. 12. Will this role be within IR35? Can more than one candidate per supplier be submitted for this role Yes, a supplier can submit more than one candidate if they have numerous candidates with the specified requirements available on their books. 14. What is the total number for positions open for this role? There is 1 position for this role. 15. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role? Yes. 16. Will the day rate be excluding VAT or including VAT? It will be excluding VAT. 17. Will you sponsor the BPSS clearance if the candidate does not have it already? No, it is the responsibility of the candidate or their agency to fund the cost of the BPSS clearance. 18. What will the salary be? Unknown. Need to see what market rate is. 19. We are currently applying for security clearance, BPSS, which should arrive by 8/5/17 - that is after the closing date for applications. Will this automatically exclude us from the selection process? Unfortunately on this occasion it will. Candidates are required to have the security clearance by the start date of 8 May 2017. 20. How will be the candidates paid for the support work, will they be paid on hourly basis or daily basis? Candidates will be paid on an hourly basis. 21. Will the candidate have to work 5 days on the project continuously or will they have to work few days a week spread over 4 to 8 weeks? The candidate will be required to work a few days or part days a week spread over a 4-8 week period 22. What is the total duration of the project 5 - 10 days including support or 5 - 10 days excluding support. Will the support work have to be given on daily basis or hourly basis? The candidate will be required to work a few days a week spread over a 4-8 week period. This will include any support required. 23. Can a candidate if selected work on weekends only and not on normal workdays and deliver the project? No, the candidate would be required to provide support on working days only. 24. How do we indicate we would like to submit more than one application? The interface only seems to allow for 1 application.
