Summary of the work One of 5 Project and Delivery Management roles. To create clear, pragmatic, manageable plans within the Borders and Immigration Portfolios of Programmes To build teams to define, design, deliver and run technology projects using appropriate project management methodologies. To Identify warning signs and provide decisive responses to significant delivery challenges. Specialist role Delivery manager Expected Contract Length Up to 24 months or completion of the services. Latest start date 30/05/2017 Maximum Day Rate Maximum day rate up to £1000. Who Speclialist Work With Key stakeholders within Border Force, UKVI, Home Office Digital Data and Technology, Home Office and Security Services. The programmes are resourced by a range of specialist resources; civil servants, contractors and interims. What Specialists Work On To create clear, pragmatic, manageable plans for delivery within the Borders and Immigration Portfolios of Programmes. To build delivery teams to define, design, deliver and run one or more technology projects using appropriate project management methodologies. To Identify warning signs and provide decisive responses to significant delivery challenges The specialist will be expected to develop and manage - Project plans - Resource requirements - Risks and Issues - Dependency matrices - Work breakdown structures Skills & Experience • Experience of managing programmes to budget and schedule using agile project management methods and appropriate scope management • Demonstrate experience of successful delivery of complex projects over time and with a clear approach to resolution of issues and risk mitigation • Demonstrate understanding of delivering digital services/ products to the Government Digital Service standard and delivery issues • Note: This is 1 of 5 similar requirements. A maximum of 10 specialists across all 5 roles will be interviewed. Nice to Haves • Previous successful experience delivering digital services within Government • Experience in Border security and Immigration requirements and business processes, issues and solutions • Demonstrate understanding of technical architecture, agile delivery, IT reusable services and technical design patterns • Accreditation to recognised industry standards in project and programme management (MSP Practitioner, MAPM or equivalent) • Accreditation in Agile methods such as RUP, Scrum or DSDM • Understanding of Service Delivery to ITIL standards • Experience and delivery to GDS Service Assessment, Security Health Check, Penetration Testing, HO Service Readiness and Home Office release reviews as part of quality and acceptance tests • Experience of challenging and removing unnecessary barriers to service delivery • Provide demonstrable experience of creating and assuring end to end plans, mapping out dependences and work breakdown structures • Experience of managing expectations and reporting to a wide range of internal departmental and cross Government stakeholders including those at a senior level Work Location The Specialist is required to attend Home Office premises at Marsham Street, London, SW1; and MetroPoint or Lunar House, Croydon; Surrey; or other locations as necessary. Working Arrangments Specialists will work primarily on-site with teams as required and report to management on site. Only approved IT facilities and equipment may be used and off-site or home working may be required at times. Specialists are expected to work across the multiple sites as required. Expenses will conform to HO internal policies and will not be payable to Westminster, Croydon, or Heathrow. Security Clearance Security clearance of Security Check (SC) is required. Additional T&Cs These roles are likely to be considered within the scope of the Intermediaries legislation. Availability to start is a key criteria within the process. What is the maximum submissions for this role? Suppliers should submit a maximum of five CVs for the five roles available. There are 5 separate roles advertised but all applicants will be considered for all available roles. 2. Will this role fall outside of IR35? Requirements for the 5 Borders & Immigration Technology Programme, Project and Delivery Manager roles as advertised within BPDM001, BPDM002, BPDM003, BPDM004 and BPDM005 are deemed to be within the scope of IR35. These roles are likely to be considered within the scope of the Intermediaries legislation. Availability to start is a key criteria within the process. 3. Can you advise whether candidates MUST have current Security Clearance or will the Home Office be willing to accept candidates who have committed to obtaining SC clearance? Can a candidate with DV clearance be considered for this role ? The advert refers to Security Clearance being required. Candidates may be working towards obtaining this level of clearance, but candidates are required to have this in place by the start date of 30/05/17.Candidates with DV Clearance will have already undergone Security Clearance level checks and will therefore be considered as part of this process. 4. Will the roles be subject to statements of work, or will consultants be managed day to day? This process involves the recruitment of specialists and their work will be directed. 5. Do you have an email address that you would like us to submit the CV's to please? And does the Home Office require any specific document format (pdf,doc) in which CVs should be sent?In your Q&A you mention CVs - where can we send CVs to ? Do we need to submit CV for our candidates? CV's are required for candidates which should be sent in a pdf file format to the following email address: DSAB.commercialteam@homeoffice.gsi.gov.uk 6. Do we need to complete the skills & evidence questionnaire on the portal? Yes. The Essential and Nice to Have criteria should be answered singly for each candidate specialist (i.e.: One per advert). These will be used for shortlisting. CVs' supplied should reference the specific advert to which the CV pertains. Adverts BPDM002-005 will be published on Friday with a co-terminus end date. 7. Are the opportunities for the candidate to work remotely, or are these roles 100% on site in London? Could you please advise the day split between the various locations. The advert refers to these job roles as being London based. The majority of the work will be in Croydon. 8. What is the lead time for feedback once the application is submitted? The Home Office will aim to have down selected suppliers within a week period and will inform suppliers accordingly. 9. Is the rate provided inclusive or exclusive of VAT? Rates provided will be exclusive of VAT. 10. What type of technology projects should the candidates have experience of? Projects may include delivery of IaaS, PaaS, Technology infrastructure build, application development and deployment, technology enabled business change, service desk and support creation and management, mobile applications, digital support or other projects in which skills and experience is relevant. 11. Given you are looking for 5 separate individuals to fulfil similar roles in a similar area would you consider re-wrapping this requirement as a service and releasing under Digital Outcomes? This would also have the benefit of taking the work outside of IR35 and widening the available talent pool somewhat. Home Office have previously assessed this requirement and determined that this is the most appropropriate route. Other DOS service based requirements have been and will be advertised in the future. 12. Will you consider a candidate whose SC clearance is lapsed and not expired? Also if you are considering candidates with lapsed SC clearance, will you be ready to sponsor the clearance ? All candidates must have SC Clearance in place at the point of the contract start date, even if the clearance has lapsed. 13. Can you confirm whether you would be willing to grant a two week waiver for resources to start with BPSS clearance (under the assumption that their SC clearance is in process)? In this instance this would be acceptable by the Home Office.
