Tender description
FOR JERSEY REGISTERED COMPANIES ONLY Jersey has been making grants of public funds for the purposes of overseas aid since 1968. The Jersey Overseas Aid Commission (now known simply as Jersey Overseas Aid) was incorporated in 2005 to replace the previous Overseas Aid Committee. It is governed by the Jersey Overseas Aid Commission (Jersey) Law 2005, which sets out its objectives, membership, powers and accountability. It is composed of six voluntary Commissioners – three of whom are elected members of the States – who are responsible for all expenditure and who have the power to appoint remunerated staff to assist them in their duties. Its current budget is £10.3 million, making it the States’ largest grant-making body. The purpose of this review is to enable JOA’s Commissioners and management to identify where and how to improve the governance and accountability of the organisation. The review will consider lines of oversight and reporting within JOA, and between it and other States bodies, and chart a course of action to improve these where required. The review will examine decision-making processes and responsibilities within JOA and assess whether these provide adequate comfort that public money is being spent wisely. However, a detailed assessment of the adequacy of the procedures in place to manage risk or monitor grants falls beyond the remit of this study. Likewise, although the review will take into consideration the mix of skills and expertise available to JOA in its staff and Commission, it will not be required to assess whether the current level of staffing within JOA is sufficient.
