Please note this opportunity is now closed. Kent County Council (the Council) is the largest local authority in England covering an area of 3 500 km2. It has an annual expenditure of over 1 000 000 000 GBP on goods and services and a population of 1 300 000. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. The Council consists of 4 directorates: — Social Care, Health and Wellbeing, — Education and Young People's Services, — Growth, Environment and Transport, — Strategic and Corporate Services. Kent County Council (the Council) represented by Waste Management (within the Growth, Environment and Transport Directorate), is the statutory Waste Disposal Authority for Kent and is responsible for making arrangements for the treatment and/or disposal as appropriate of Local Authority Collected Municipal Waste (LACMW), under the provisions of the Environmental Protection Act 1990. Expressions of Interest are invited from suitably qualified and experienced Providers who are interested in tendering for the following services: The processing of additional local authority collected waste for disposal, avoiding landfill (Lot 1) and the reception and bulking of food waste and co-mingled dry recyclables (including glass) for the Maidstone area (Lot 2). Kent's residual waste is currently bulked and converted to energy at the Allington energy from waste plant. Maidstone's food waste and co-mingled dry recyclables including glass is also received and separately bulked at the Allington transfer station ready for separate transportation and final recycling treatment. The aforementioned processing of this waste is undertaken under contract by Kent Enviropower Ltd. This contract mandates the Council is to provide a minimum tonnage commitment of waste through the energy plant. Waste growth and continued forecast growth, means that the minimum tonnage commitment is exceeded hence the need for these new alternative contractual arrangements. This growth is forecast to be 45 000 tonnes of waste per annum. The Council seeks the treatment of these 2 waste streams in 2 Lots and it is specified that landfill is avoided (excepting any residues due to processing of these waste materials) so the Council is able to meet current EU landfill targets and recycling treatment is maintained. Lots It is the Council's intention to present these Services in ‘waste stream packages’ (Lots) based on material requirements – The total solution capacity for both Lots should cater for in the region of 45 000 tonnes per annum in total, but this is not warranted, nor is it an indication of future tonnage. Lot 1 — Local Authority Collected Municipal Additional Waste — Additional Tonnage for Waste Disposal derived from County wide sites. The estimated annual tonnage requirement for this Lot is 44 000 tonnes per annum. Lot 2 — Reception and Bulking of Food Waste and Co-Mingled Dry Recyclables including Glass (Maidstone area) — derived from the Maidstone area — this Service is for the reception and bulking of this waste stream which will be transported (tenderers should note the Council has separate haulage arrangements, onward haulage is out of scope of these contracts) onward to Final Destination points. The estimated annual tonnage requirement for this Lot is 1 000 tonnes per annum. Note for Lot 2 Tenderers should note that this service will be required once the minimum tonnage commitment at the Allington Transfer Station has been exceeded and is also dependent on the Maidstone area increasing their recycling rates. Tenderers can bid for 1 or both Lots. The Council may award both Lots to a single tenderer. However, separate contracts for each Lot will be awarded to separate tenderers if it is more economically advantageous to do so. These contracts are anticipated to commence upon 1.11.2016 and will continue for a period of initially a 41 month term, followed by three separate extension periods of 40 months. The end date of the contract(s) will be 31.3.2030 unless terminated in accordance with the Conditions of Contract on the Kent Business Portal. The estimated value of the contract is 4 350 000 GBP p.a. or 60 900 000 GBP should all possible extension periods be taken, but no guarantee is given as to the actual value of the contract.
