Summary of the work We require a Programme Initiation / Definition Lead to work on the Defence Learning & Management Capability programme, building on work completed during the programme initiation phase in the lead up to programme business case submission in Summer 2017. This requirement is within IR35. Specialist role Delivery manager Expected Contract Length 6 months + up to 12 month option Latest start date 01/05/2017 Maximum Day Rate £1000 Who Speclialist Work With MOD civil servants, military personnel and contractors. What Specialists Work On Deliver and report progress of completion of tasked elements of DLMC PD. Deliver pragmatic integration of core programme activity with the Army HQ’s P3M. Determine the balance of above against other MOD and business drivers to achieve an effective route to a successful Business Case within demanding target times. Facilitate and provide the required analysis products for the body of evidence needed and as required underpinning P3M artefacts. Through a good understanding of MOD structures and programme management techniques, processes and products support the Programme Manager, including strategic advice as required. Skills & Experience • Have a proven extensive experience in working to P3M/MSP methodologies within a digital space • Have excellent communication skills (verbal and written) proven at all levels of engagement • The ability to quickly integrate & assimilate (i.e. gain a level of acceptance to effectively represent as the client) • Proven experience in facilitating workshops to improve buy-in among key programme stakeholders Nice to Haves • Experience of working within a military environment • Experience of working on digital learning/training projects Work Location Army Headquarters, Andover. Working Arrangments This requirement is within IR35. On site minimum 3 days a week. Working hours are Monday-Friday (may involve some travel from time to time). Approximate hours are 9:00 – 17:00. Remote working acceptable. Travel and expenses will be capped according to the MOD's expense policy. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. Comparex need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’. The advert clearly states in two areas that this requirement is deemed as 'inside' IR35. 2. Is there currently, or has there recently been, an incumbent carrying out similar work for the Authority? The services are currently being delivered by an incumbent contractor. 3. How many candidates may a supplier submit for this opportunity? The terms of the framework state that companies can supply 1 candidate per advertisement. 5. Regarding the SC clearance status, if the candidate does not hold active SC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance Yes. 7.
