Tender description

North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England (NHSE) and has managed this procurement process for and on behalf of NHSE and NHS Bolton Clinical Commissioning Group (BCCG) (the Contracting Authorities). Under co-commissioning arrangements and Level 3 delegated arrangements for commissioning Primary Care services BCCG together with NHSE has commissioned APMS services for: Lot 1 Bolton General Practice; Lot 2 Bolton Medical Practice and Great Lever Practice, Lot 3 Bolton Community Practice, Lot 4 Olive Family Practice. APMS contracts are for an initial period of 10 years with the option to extend by a further 5 years. Please see additional information at VI.3 of this notice. APMS Services: Financial thresholds for this procurement are as at 2016/17 values and there is a set price of 80.59 GBP for the Capitation Payments per weighted patient. Patient List Weighted = 3 244, Raw = 3 260. This Capitation Payment is designed to cover the Essential and Additional Services element of the contract as per the NHS (General Medical Services Contracts) Regulations. In addition to Capitation Payments, the successful bidder was required to sign up to the Bolton Quality Contract (BQC) and is eligible for payment of up to 21.86 GBP per weighted patient, and 60 % (13.12 GBP) of this payment will be guaranteed on sign up and delivery of the contract but, 40 % (i.e. 8.74 GBP) is not guaranteed and is based on achievement of Key Performance Indicators. Payments will be adjusted for list size changes on a quarterly basis at the BQC value applicable at the time e.g. currently 21.86 GBP. APMS and Services to Emerging Communities: Financial thresholds for this procurement are as at 2016/17 values and there is a set price of 80.59 GBP for the Capitation Payments per weighted patient. Patient List Weighted = 4 482, Raw = 4 759. This Capitation Payment is designed to cover the Essential and Additional Services element of the contract as per the NHS (General Medical Services Contracts)Regulations. In addition to Capitation Payments, the successful bidder was required to sign up to the Bolton Quality Contract (BQC) and be eligible for payment of up to 21.86 GBP per weighted patient, and 60 % (13.12 GBP) of this payment is guaranteed on sign up and delivery of the contract but, 40 % (i.e. 8.74 GBP) is not guaranteed and will be based on achievement of Key Performance Indicators.
