Welfare services for children and young people

Tender description

Warwickshire County Council wish to commission a single provider (or consortium) to provide approximately 14 units (beds) of accommodation and support for children and young people in 7 non institutional domestic settings, located within the county of Warwickshire at locations to be agreed with the Commissioner. This service is primarily for Children who are Looked After (CLA) and will support them to return to a family setting or for older young people, give them the tools so that by the age of 18 they can live independently. Solihull MBC may require the provision of 4 units (in Solihull) and Coventry CC may require the provision of 2 units (in Coventry). We are seeking bids for the whole provision (i.e. accommodation and support) and providers may wish to work together to deliver the scheme (for example through a consortium etc.). Warwickshire CC wish to provide residential services for Children who are Looked After (CLA) that support them, where possible, to return to a family setting whether that be returning to their own family or a foster care placement or to give older young people the tools so that by the age of 18 they can live independently. The service will deliver the specific smart outcomes as detailed in the Individual Placement Agreement (IPA) for each child. The procurement process will follow a competitive dialogue process with the aim of enabling the applicants and the Commissioners to combine their knowledge and expertise to develop a solution that can meet the needs of the children and young people of Warwickshire. The commissioners wish to consider the use of Social Impact Bonds as a means of helping to secure these services together with additional outcomes for the CLA.
