Street-lighting maintenance services

Tender description

Following the poor performance of the appointed contractor while delivering elements of the street lighting maintenance service over the last 3 years, the Council's Major Highway Works contract with FM Conway has been varied to include provision of the street lighting service (including emergency works) with effect from 1.5.2017 with the aim of bringing the contract into line with termination dates for other key environmental services contracts. The street lighting service will then be included in the Waste, Streets, Highways and Related Services contract, which will be let from 1.4.2019. The procurement process for this contract commenced with a PIN (OJEU Ref. 2016/S 107-190379, published 4.6.2016) and will continue shortly with the posting of the appropriate notices on OJEU during 2017 and 2018. The Highways Act 1980 empowers the Council as Highway Authority to provide lighting. The Council has a duty of care to the highway user and must ensure it can demonstrate it has systems and programmes in place to ensure the safety of all highway lighting equipment. This is a contract for undertaking street lighting inspection, maintenance and improvement work within the London Borough of Bromley as detailed in Contract Notice 2012/S 73-120592 published 14.4.2012.
