Summary of the work HCA run a complex portfolio of programmes and projects. Central to this are a new Project Management Framework (PMF) and newly formed Project Management Office (PMO). A skilled and experience PMO Manager is required to ensure the PMF is fully implemented and that the entire portfolio is overseen effectively. Specialist role Delivery manager Expected Contract Length 13 weeks Latest start date 03/04/2017 Maximum Day Rate This is an outside IR35 arrangement, attracting a maximum day rate of £500 (including all costs and fees associated with the arrangement) Who Speclialist Work With The PMO will not be part of a team as such but will work closely with senior IT managers and Business Project Leads to ensure projects are being successfully delivered. What Specialists Work On HCA require a skilled and experience PMO (Project Management Office) Manager to ensure that our newly developed Project Management Framework (PMF) is fully implemented and that our digital project portfolio is overseen effectively. There are three main deliverables: (1) Create and oversee the annual Programme Plan document, including developing and Implementing a monthly Portfolio Reporting process covering resourcing, budgets, milestones, RAG status. (2) Embedding PMF through supporting SROs/PMs, ensuring projects follow the PMF and managing the Project Request Process and Assessment Boards. (3) Establishing the PMO in a sustainable manner. Skills & Experience • Have previously run a Project Management Office • Be an experienced project and programme manager • Have public sector project experience • Be familiar with Portfolio, Programme and Project Management methodologies including MSP and PRINCE 2 • Have strong leadership and communication skills with a track record of working successfully with senior executives. Work Location The worker can generally choose where they work, however the team uses one of our London (Marsham Street) office as a connection point, and there is an expectation that the worker will use this office for activities that need their attendance in person. Working Arrangments The worker will manage their own working arrangements as required to deliver the assignment. For reasons of security, the HCA will provide encrypted laptop loaded with secure software. Security Clearance All team members are subject to Baseline Personnel Security Standards checks and for anyone working at the London office, must also be CTC cleared. With regards to the day rate, you have put (including all costs and fees associated with the arrangement), is this to include expenses? As this is an outside IR35 arrangement, any expenses incurred as a result of the engagement would be the responsibility of the supplier and therefore taken from any fee paid for the service. 2. What is the lead time for feedback once the application is submitted We are looking to appoint by 03/04 at the latest, therefore are expecting to have made decisions by 30/03. 3. Will you consider candidates eligible to go through the CTC Process? Yes, those without CTC would be considered, but given the short nature of the engagement, it is unlikely that we would be able to get a CTC back before the end of the engagement. 4. Is there a maximum amount of Details to be submitted? Is there a direct email you would like CV's sent too also? All submissions need to be made through the framework ready for shortlisting. Those shortlisted will then be asked to provide Work History and Reference details. 5. Please can you confirm if you will be putting the Candidate through a CTC Clearance or do they already need to hold one? Those without CTC would be considered, but given the short nature of the engagement, it is unlikely that we would be able to get a CTC back before the end of the engagement. 6. Would you consider candidates with SC clearance or DV clearance instead of CTC clearance? As I understand SC clearance is a higher level of clearance than CTC clearance. CTC is the minimum needed, so either SC or DV is perfectly acceptable. 7. Could you please provide us with the Email Id to which CV of the candidate could be sent. All submissions need to be through this framework. All shortlisted suppliers will be contacted regarding the submission of any further information.
