North Yorkshire County Councils, Children and Young People's Service (CYPS) is an active partner in the North Yorkshire Children's Trust. It helps deliver the local children and young people's plan, Young and Yorkshire. The plan has underlying principles, which include: — Work in close partnerships, in the best interests of children, young people and families, — Recognise and use the capacity of the voluntary and community sector in enhancing provision and choice, — Recognise that fun, happiness and enjoyment of life are also important. Under Regulations 27 of the PCR's 2015 the Council wish to award a contract for Universal Youth Services. The contract will commence on the 1.9.2017 for an initial period of 3 years, with the option to extend for 1 +1yrs (3+1+1). The Council wishes to award a contract which will be split into 2 Lots. Lot 1 is for Enhanced Youth Provision provided by Voluntary and Community Groups and Lot 2 is for the Provision of Youth Clubs. Key priorities of the contract. To support and develop the capacity of the voluntary and community sector to deliver youth work activity. To establish, where necessary, a network of volunteers from a range of sources to provide individual support for young people in their local community. To support and, where necessary, develop the network of new and existing voluntary/community clubs. To maintain records and use the Early Help Module (EHM) management information system to record concerns on young people. To identify and access funding opportunities that would add value and/or enhance the contract. Key priorities of the contract. To provide high quality youth clubs in 15 venues (this may increase/ decrease through negotiation) for one evening per week in term time and ensure regular attendance of 15-30 young people in each club. To maintain records and use the Early Help Module (EHM) management information system to record concerns on young people. To identify and access funding opportunities that would add value and/or enhance the contract. To evidence the competency of the workforce to deliver the contract and to demonstrate that it is delivering the contract to a high standard. This should include feedback and evaluation of service provision from young people.
