Summary of the work Full Stack .NET Developer is required to deliver a common login capability for use across the agency and specifically to support a new bidding system for the Housing Infrastructure Fund (HIF). The capability will support both internal and external users, to be based on an existing common authentication module. Specialist role Developer Expected Contract Length This is an eight week work package Latest start date 03/04/2017 Maximum Day Rate This is an outside IR35 arrangement, attracting a maximum day rate of £450 (including all costs and fees associated with the arrangement). Who Speclialist Work With The current software development service is provided through a combination of in- house resources, as well as contractors and other 3rd party suppliers. You will be expected to work collaboratively with those groups, including within teams made up of a combination of those groups. Typically SCRUM teams are 4-8 people. What Specialists Work On The design and delivery of login capability (both internal and external users) to support a new bidding system for the Housing Infrastructure Fund (HIF). This builds on an existing common authentication module and will provide an authorisation service for configuring basic role based access permissions, including: • Registration capability for external users • User management for role based access Skills & Experience • Strong experience in Microsoft stack development (.net, MVC, C#, TypeScript, AngularJS, Javascript) • Demonstrable ability to produce intuitive user interfaces while working to a style guide or pattern library • Strong experience working with Microsoft SQL Server databases • Formal and structured testing methodologies experience • Experience of using Microsoft Team Foundation Server (TFS) Web Portal • Strong Experience of using Entity Framework, in particular, Code First approach Nice to Haves • Experience working in Central Government • Understanding of the housing sector Work Location The worker can generally choose where they work, however the team uses one of our offices in Gateshead as a connection point, and there is an expectation that the worker will use this office for project related activities that need their attendance in person. Working Arrangments The worker will manage their own working arrangements as required to deliver the assignment. For reasons of security, the HCA will provide encrypted laptop loaded with secure software. Security Clearance All team members are subject to Baseline Personnel Security Standards checks and for anyone working at the London office, must also be CTC cleared. There are various work streams on-going and there has been work to date in this area, however, this is a new work package that needs to be delivered. 2. What is the maximum number of resources whose Skills evidence and CVs could be submitted Given the time limited and focussed nature of this assignment we are looking for a single individual. 3. What is the lead time for the feedback once the application is submitted We are looking to appoint by 03/04 at the latest, therefore are expecting to have made decisions by 28/03. 4. Is this role inside or outside of IR 35? This is an outside IR35 arrangement.
