Summary of the work Full Stack Developer is required to deliver the Service Layer Design and Development for the Investment Funding Instruction, laying the foundation for future instruction types within the Transaction Management System (TMS). TMS is written in .NET (WEB) and SQL Server and this forms a 7 week work package. Specialist role Developer Expected Contract Length This is a 7 week work package Latest start date 03/04/2017 Maximum Day Rate This is an outside IR35 arrangement, attracting a maximum day rate of £500 (including all costs and fees associated with the arrangement). Who Speclialist Work With The current software development service is provided through a combination of in- house resources, as well as contractors and other 3rd party suppliers. You will be expected to work collaboratively with those groups, including within teams made up of a combination of those groups. Typically SCRUM teams are 4-8 people. What Specialists Work On Delivery of the Service Layer Design and Development for the Investment Funding Instruction, laying the foundations for the delivery of future instruction types. Provision of an effective and flexible service design layer for the Investment Funding Instruction, including: 1. Workflow for the following all task actions, from draft to completed instruction 2. The engine for execution document workflows 3. Extending the workflow to include Ancillary Instructions Skills & Experience • Strong experience in Microsoft stack development (.net, MVC, C#, TypeScript, AngularJS,Javascript) • Strong experience working with Microsoft SQL Server databases • Demonstrable ability to produce intuitive user interfaces while working to a style guide or pattern library • Formal and structured testing methodologies experience • Experience of using Microsoft Team Foundation Server (TFS) Web Portal • Strong experience using Entity Framework and in particular Code First approach Nice to Haves • Experience working in Central Government • Understanding of the housing sector Work Location The worker can generally choose where they work, however the team uses one of our offices in London (Marsham Street) as a connection point, and there is an expectation that the worker will use this office for project related activities that need their attendance in person. Working Arrangments The worker will manage their own working arrangements as required to deliver the assignment. For reasons of security, the HCA will provide encrypted laptop loaded with secure software. Security Clearance All team members are subject to Baseline Personnel Security Standards checks and for anyone working at the London office, must also be CTC cleared. What is the maximum number of resources whose skills evidence and CVscould be submitted? Given the time limited and focussed nature of this assignment we are looking for a single individual. 2. Could you please update us on the lead time for receiving the application feedback. We are looking to appoint by 03/04 at the latest, therefore are expecting to have made decisions by 24/03. 3. The maximum day rate of £500 (including all costs and fees) - does this exclude VAT? Yes, VAT is excluded. 4. Will candidates with SC clearance be taken into consideration? As a minimum we need CTC, but if a person has a higher level clearance such as SC or DV then this is fine. 5. Is this an onsite role? 100% onsite or is there an option to work from the consultants own office? The team responsible for delivering the various elements would need to decide how best to work collaboratively. As such, this could vary and differ during the lifecycle of the work and we cannot be prescriptive around this. The supplier should be prepared to have presence on site every day, if that was necessary for the project to be a success. 6. Will the Authority sponsor BPSS and CTC? Given the short nature of the engagement, it is unlikely that we would be able to get a CTC back before the end of it.
