Tender description
Who Speclialist Work With The planner will work with a variety of Civil Servants, Military Personnel and contractors within the ISS Interoperability Services and Gateways Programme Team . What Specialists Work On You will be expected to provide planning support across the ISG Portfolio. You will be required to develop and improve existing project plans using EPM 2013 to ensure consistency and coherency. There will be a need to work with projects to produce deliverable plans which are fully resourced. You WILL be expected to provide monthly reports and MI to the PMO. Experience required of PBS/WBS, Critical Path Analysis, IMS & Dependency Management. You will need to have a strong knowledge and understanding of risk management and the use of ARM. Configuration management systems and implementation of controls and processes essential. Where the Work Takes Place The planner will be based in MoD Corsham, Westwells Road, Corsham, SN13 9NR Early Market Engagement Working Arrangements 5 days a week (37 hours per week) within a bandwidth of 08:00 - 18:00 (hours to be agreed with individual teams). All resources will be provided access to the organisation's IT system and no utilisation of personal or company laptops will be permitted. Please note the individual will be employed within the IGS team but can be tasked to support the wider ISS team if required. Work Location The planner will be based in MoD Corsham, Westwells Road, Corsham, SN13 9NR Security Clearance SC as a minimum is required in order to work on the ISG Programme. Individuals are to be of single UK Nationality and must not have held dual nationality at any time. Additional T&Cs Skills & Experience Experience of managing project plans, tracking and report progress using MS Project (/ideally MS EPM) 20% Understanding of the management of plans and schedules at different hierarchical levels through consolidation or using Integrated Master Schedules experience of integrating external supplier plans into project/programme plans 10% Experience in performing schedule risk and impact analysis with a detailed understanding of critical path analysis, schedule integrity and progress reporting 10% Experience in developing and managing fully resourced schedules (including resource loading and levelling to actively manage workload and over or under allocations) 10% Understanding of planning for technically complex large-scale IT projects and programmes 5% Must have detailed understanding of standard project management principles and techniques (e.g. APM, MSP, Prince2, PMI) 5% Understand dependency linking (int & ext dependencies) 5% Ability to produce adhoc management information (MI) and brief management to enable informed decisions using the MI 10% Experience of Risk Management, evaluation and use of the ARM tool including the exploitation of the tool for specific reports and MI 15% Experience of configuration management including tools, controls and processes 5% To provide coaching to the project teams to enable them to work more effectively with minimum direct planner support, hence improving overall efficiency 5% Nice to Haves No. of Specialists to Evaluate 3 Cultural Fit Criteria Transparent and collaborative when making decisions Have a flexible approach Experience of working with international partners as part of a Multi-National delivery programme, understanding the political aspects of working in the environment Ability to integrate and work as part of a team under a one team ethos Proactive rather than reactive Highly motivated with experience of the Defence Military and Civilian Cultures and able to work within them Assessment Method Evaluation Weighting Technical competence 65% Cultural fit 5% Price 30% Questions from Suppliers Budget range the maximum paid (including agency fee's) will be £600 per day. there will be no room to increase this rate due to budget constraints. there will be a lol of £1,000 for technical engagement meetings. this will be paid in accordance with latest mod civilian t&s policy guidance. there will not be a requirement for international travel.
