Tender description

ESCC are seeking a single provider to deliver the following 4 services: Wellbeing Centres: Delivery of the wellbeing centres supports prevention and early intervention enabling people to physically access support within the heart of key local communities. This includes availability of pre-crisis support and proactive care designed to reduce the local impact on mental health services. The service will promote recovery approaches, enabling the development (or re-establishment) of valuable social networks, social capital and coping strategies to enable people to recover, maintain their mental health, avoid crisis and live their life as independently as possible. The wellbeing centres will have a key role in co-ordinating, facilitating and delivering other transformational projects such as; Personality Disorder Services (PD), Crisis Café/Safe Space and peer support. This provision will be delivered by 3rd sector partners and link with local statutory mental health services. It will develop specialist provision that engages people much earlier in the mental health pathway, supporting people to maintain good mental health and keeping people away from crisis or acute support. Peer Support Service: Peer Support is mutually offered and reciprocal, allowing peers to benefit from the support whether they are giving or receiving it. Key elements of Peer Support in mental health include that it is built on shared personal experience and empathy; it focuses on an individual's strengths not weaknesses, and works towards the individual's wellbeing and recovery. Specialised Service for People with Personality Disorders: Development of specialist, dedicated support for people with PD in East Sussex. This is in response to a local audit of impact, and high prevalence of people with PD has on other areas of health and social care provision. The strategic approach is to develop specialist provision that engages people much earlier in the mental health pathway, supporting people to maintain good mental health and keeping people away from crisis or acute support. Crisis Support, Crisis Café/Safe Space: Developing provision that is available much earlier in the mental health pathway, keeping people away from crisis or acute support. In East Sussex, the impact of people who are experiencing a crisis in their mental health on frontline services such as A&E, crisis support and acute services is significant. . In summary, this project aims to reduce: — The numbers of people accessing A&E do not require clinical mental health support. For example 3166 people were referred to the psychiatric liaison team after accessing A&E in Hastings and Eastbourne due to mental health problems in the period 1/10/15 to 30/9/16. — High levels of people (2431) went on to be referred to Crisis Resolution and Home Treatment Team (CRHT). — High levels of people (1611) being picked up / engaged with Street Triage (some avoiding being taken to a place of safety e.g. section 136 of the Mental Health Act). — Location of the Department of Psychiatry (DoP) — due to the distance from central Hastings may stop people accessing support easily, this could suggest a gap for people to access timely support, advice or guidance to avoid crisis? — High levels of people assessed/referred for s136 in the Psychiatric liaison suites — 326. — High levels of Mental Health Act assessments carried out by Approved Mental Health Professionals (AMHP) in East Sussex (approx. 900 per year). — High level of people with Personality Disorders (PD) accessing crisis support.
