Tender description

The PESP II programme supports the Government of Punjab (GoPb) to deliver equitable access to better quality education across the whole province through a range of interventions designed to ensure more children are in school, staying longer and learning more. The programme provides support to the GoPb to meet its Education Roadmap goals for 2018, which targets improving enrolment and access, teaching quality, schools and teachers and working with low-cost private schools. The GoPb and DFID priorities are closely aligned and support through PESP II has enabled DFID to influence the government's education reform agenda. The programme will be delivered through a supplier in close collaboration with DFID, GoPb and various school education departments. The overall impact of the programme will be to have more educated people in Punjab making a social and economic contribution, measured through literacy rates of 10 — 15 year olds. The outcome of the programme is more children in school, staying longer and learning more. The key objectives of the contract are: 1. Provide comprehensive, flexible and high quality technical assistance to the GoPb to support the delivery of the PESP II programme and results. 2. Improve and enhance capacity and transfer useful knowledge, skills and practices to SED, Special Education Department and PEF to improve the quality of education service delivery. 3. Support and influence policy change and work towards ensuring reforms are institutionalized and therefore sustainable. This contract will provide services to DFID from October 2017 or as soon as practicable thereafterto March 2020 (end of the programme) after the current contract with Adam Smith International (ASI) concludes in September 2017. DFID intends to publish a new competition opportunity for delivery of this programme and expects the supplier to deliver high quality technical assistance with a broad range of partners across multiple work streams at pace. Details of some specific requirements under different components of the programme will be shared through the Terms of Reference (TORs). The supplier will also be expected to source and sub-contract a range of specialist firms and individuals to ensure that appropriate skills and experience is available to deliver the full range of work. The lead supplier will be responsible for assembling this team and managing them, as well as coordinating with the government. The supplier will be required to operate on a full time basis from Monday to Friday and be based in Lahore and prepared to work in all districts of Punjab.
