Summary of the work The role is for an e-Learning Designer to work within the Business change team to develop high quality, screen ready, e-learning digital content of a high standard for a new IT system. The role will be required to work within a Scrum team to implement the solution. Specialist role Designer Expected Contract Length 6 months (with an option for further periods of up to 6 months) Latest start date 3 March 2017 Maximum Day Rate £750 per day Who Speclialist Work With Day to day the specialist will work within a cross functional agile team consisting of Home Office Civil Servants, other government Civil Servants, external 3rd parties, other contractors and suppliers. The specialist will work within the Business Change team as part of an agile project team engaging with developers, business analysts, testers, business subject matter experts and the Product Owner to develop appropriate e-Learning What Specialists Work On The role is for an e-Learning Designer to work within the Business change team to develop high quality, screen-ready e-Learning content for a new IT system. The role will be responsible for using instructional design expertise to produce a high standard of instructionally sound, clear and compelling digital content appropriate to the subject matter and the intended outcomes. The role will be required to work within a Scrum team to implement the solution. Skills & Experience • Deep knowledge of online learning technology and solutions and experience of designing e-Learning using tools such as Articulate software • Thorough understanding and experience of e-learning content development and processes and e-learning standards, including SCORM1.2 SCORM 2004 • Experience of scoping, writing, editing and publishing learning content for an LMS system using SCORM compliant applicaiton • Experience of using design tools to create illustrations, video, audio and animation to enhance learning content, developing ideas for new interactions and activities that bring learning to life. • Strong planning and organisational skills and sound decision making • Experience in working in Government or other similar environments Nice to Haves • Demonstrate 3+ years in an e-learning design and development role • Provide experience of working in a multi-country / multi-cultural environment, across US, Europe and Asia and be-yond • Demonstrate a Degree in multi-media from a secondary institution or comparable experience. • Be fluent in English • Demonstrate experience of agile development and working within a Scrum team to design e-Learning to tight deadlines • Have exceptional communication and presentation skills in order to discuss high level requirements with senior stakeholders as well as have low level technical discussions and providing skills transfer to colleagues Work Location 2 Marsham Street, London and Lunar House, Croydon part of the Home Office Croydon Campus. Will also be required to travel to any 3rd party site as necessary, potentially at national airports and sea ports and within Northern European ports Working Arrangments The e-Learning Designer should be physically on site Monday – Friday. Approximate hours are 09:00 – 18:00. Some working on client site (within the UK and abroad) will also be required Security Clearance Home Office SC Additional T&Cs Proposed individuals who are non British/EEA nationals must either be in possession of leave to remain with no restrictions on their time to live/work in the UK or their leave to remain must be valid for the duration of this award and permit work in this capacity. Does the evidence have to be in any specific format? Please provide the evidence in CV format. All CV's should be in Portable Document Format (.pdf), showing the candidates name and Role title applying for.Responses in any other format will not be evaluated. 4. Can bidders provide links within a CV or attach files to any e-mail submissions? No, any responses should be 'self contained'. Please do not include any 'embedded' or 'attach objects within any of the documents or e-mails submitted. They will not be opened or evaluated. 5. Will all responses automatically be evaluated? No, the Home Office reserves the right to reject any response which has not followed the above instructions or is outside the shown budget estimate. 6. Please clarify if home office SC is MUST or you will accept standard SC? We wil accept clearance from another Government department. In order for a clearance to be transferred over, it only needs to be from another government department, but the cleared individual needs to have worked in another government department in the last year and we must be able to confirm that.Irrespective of when the clearance was issued the security clearance will be regarded as lapsed if the individual has not worked in government in the last year, and a lapsed clearance can not be transferred over. 7. In light of recent legislative changes to be invoked, can you confirm whether this assignment would fall inside or outside of IR35. At present the advice received is that the Home Office will not be in a position to understand whether IR35 will apply to individual contractors or if the contract may be deemed to be in scope until the Online Digital Tool is available to make the determination. HMRC have been requested to specifically address this issue in their upcoming release of further guidance.
