Summary of the work The IPO is transforming its customer services and back office processes. through a portfolio called TRIPOD. The post is pivotal in the successful delivery of the portfolio. Key to the role will be effective co-ordination and operation of all portfolio activities and being the central point for all portfolio matters. Specialist role Portfolio manager Expected Contract Length 9 months with the option to extend for a further 6 months. Latest start date 18/04/2017 Maximum Day Rate £675 Early Market Engagement n/a Who Speclialist Work With Portfolio Senior Responsible owner, Portfolio management team, programme office, project managers. What Specialists Work On The specialist will: -lead manage a multi-disciplinary team of portfolio, project and agile specialists. -work alongside the Portfolio Management Team to plan and track the portfolio road maps giving direction and challenge -manage the interdependencies and impacts including identifying opportunities and alternatives to improve the performance of the portfolio. -work with the PPM Office to ensure governance and controls across the portfolio are fit-for-purpose. -collaborate with stakeholders to ensure successful execution of activities, sponsoring change and removing impediments. -work with business change managers, tracks and reports benefit realisation and assesses opportunities to optimise benefits realisation. Skills & Experience • Proven capability in Agile/RAD/JAD and waterfall project delivery. • Must have at least 12 months + experience within government. • Must have at least 5 years + project management experience. • Must be able to demonstrate evidence of delivery of change. • Must have experience in operational and change projects , within portfolios of up to £10m. • Must have excellent communication skills particularly with higher level stakeholders. Nice to Haves Have experience of preparation of business cases and GDS related documentation. Work Location Intellectual Property Office Concept House Cardiff Road Newport NP108QQ Working Arrangments On site 5 days a week. Security Clearance SC clearance is desirable but not essential. In the event SC clearance is subsequently required the specialist must be willing to obtain this in conjunction with the IPO. Can more than one candidate per supplier be submitted Only one candidate per supplier must be submitted. 2. What will the notice period be for the role? The minimum notice period (expressed in Working Days) to be given by the Buyer to terminate under this Clause will be the number of whole days that represent 20% of the total duration of the current SOW to be performed under the Call-Off Contract, up to a maximum of 30 Working Days. In the absence of an agreed and current SoW however the period may be shorter. 3. What is the limit on number of applicants a supplier can submit? Only one candidate per supplier must be submitted. 4. Cultural fit 15%: could you please clarify if this is a new role or an extension of the current contract.... This is not a new role, the current Portfolio Manager is leaving soon after a secondment to the IPO. 5. Hi Does this role fall within the scope of IR35? We anticipate this role to be outside of IR35 6. Are expenses expected to be covered within the day rate or are they to be claimed seperatley? As per framework guidance 'The day rate excludes VAT, travel and expenses. Travel and expenses should be agreed before invoicing and capped according to your organisation’s expense policy.' 7. Is there scope for remote working? It is possible but not permanently as there will be on-site meetings with projects and Stakeholders. 8. Hi - Can you advise if this role will fall inside or outside of the new IR35 legalisation? We anticipate this role to be outside of IR35 9. Will the applicant be expected to manage any third party supplier as part of the engagement? This will be done by the PMs within each project. 10. Can you advise whether this role is inside or outside IR35? We anticipate this role to be outside of IR35 11. Could you please clarify if this piece of work will be deemed outside of IR35. We anticipate this role to be outside of IR35 12. Will this role be within IR35? We anticipate this role to be outside of IR35 13. Does this role fall outside of IR35? We anticipate this role to be outside of IR35 14. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. Comparex need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’. We anticipate this role to be outside of IR35 15. Can you please clarify - Be able to work "intergatively" with direct team members and others within our organisation and other suppliers. Apologies, this should have read 'interactively'. 16. Can you please confirm that this assignment is outside of IR35 legislation? We anticipate this role to be outside of IR35 17. What is the IR35 status of this role? We anticipate this role to be outside of IR35 18. At what stage is the business case? Has this been drafted, or do you require someone that can create the business case? This has been created and built. 19. The role is required on site for 5 days / week, what are the working hours / day. What is the required start and end of the working day? The IPO works flexible hours, however meetings will be scheduled at various times and attendance on site would be required for these. 20. Can you confirm the IR35 status please? We anticipate this role to be outside of IR35 21. Can you advise if this role will fall inside or outside of the new IR35 legalisation?’ We anticipate this role to be outside of IR35 22. For the 12 month experience in government requirement, will you accept local govt experience and/or other public bodies? Yes 23. Is this role outside IR35? We anticipate this role to be outside of IR35 24. Please could you confirm whether this role will fall inside or outside of IR35? We anticipate this role to be outside of IR35 25. What is the current position of the programme re: outcomes delivered to date; investment case approvals in place; any critical or fixed milestones; pending review points. The TRIPOD Portfolio has line of sight of its objectives through to its completion of end of the FY 2018/19. Investment case approval, due to each initiatives timescales, will adhere to BAES & GDS approval process. Budget forecasts have been made for 2017/18. Dependencies and priorities of initiatives are known and any fixed milestones align to the IPO's Corporate Plan and Ministerial targets.
