Summary of the work Options paper, outline costs/time lines in high level project plan. Assessment of ISS technology/services for Defence/OGDs. Concept of Use (CONUSE), Concept of Operations (CONOPS), User Cases, Information Exchange Requirement (IER)/Master Data Assumptions List (MDAL). Identify technical risks/issues associated with new capability across all Defence Lines of Development (DLOD). Latest start date 02/06/2017 Maximum Day Rate £1000 Ex VAT Who Speclialist Work With JFC Jt User What Specialists Work On Work with the senior customers (3* Level) to establish a detailed comprehensive set of defined and verified requirements, transfer this into an option paper which is to include costings for the proposed options. This options paper is to include: • Nodal map of the existing network topology, resilience, security and accreditation risks. • Develop Operating Model and Establish Governance Levels. • Cost early phases and whole life. • Establish a “route to market” through commercial. • Selection of the appropriate technology, methodology to meet the required capability. Skills & Experience • Ability to work at DV Clearance level and maintain this clearance for the duration of the tasks- 5% • 15+ years’ experience of in design and establishment of engineering delivery; organisations across design, development, test and release to service- 5% • 15+ years’ mission critical systems engineering experience- 5% • Experience of managing and chairing of engineering design reviews (SRRs, PDRs, CDRs, PRRs, etc.)- 5% • Extensive expertise in IT Infrastructure and applications design and delivery- 5% • Security principles including, encryption and security of networks at IL3 and IL5- 5% • Technical management of multiple hardware and software suppliers- 5% • Experience in the release of Bills of Materials (BOMs), hardware drawings and designs- 5% • Continuous Delivery Models (e.g. DevOps)- 5% Nice to Haves • Tactical communication network technologies- 5% • Understanding of the Defence Operating Model, and ISS’ role within the Front Line Command deployed operating model- 5% • Transition and convergence of multiple systems- 5% • Exemplary communications skills both written and oral- 5% • Meet the demanding time lines associated with a 3* briefing cycle- 5% • Strong technical understanding of the current and future Information Systems and Services (ISS) infrastructure across multiple services and their interaction with Other Government Departments (OGDs)- 5% • A comprehensive understanding of business continuity and critical infrastructure requirements- 5% • A detailed understanding of commercial models for service provision and restoration of critical services- 5% • Understanding of ISS processes and directives- 5% • Able to demonstrate financial planning and validation of costs for selected options- 5% • Must be able to work on client site using client information systems- 5% Work Location Based in MoD Corsham with occasional travel to various Classified sites Working Arrangments 5 days a week (37 hours per week). If 'OFF-SITE' working is required expenses will require to be agreed with Line management and up to a limit of £5k for the term of the contract. All resources will be provided, access to the organisation's IT system and no utilisaton of personal or company laptops will be permitted. Security Clearance Individuals will be required to hold a minimum of 'DV' clearance. The day rate is the maximum that will be paid to any organisation including all fees. 3. Is the timing of this opportunity the result of changes in the IR35 regime? No. 4. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. Comparex need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’. This will be classed as inside IR35 until the compliancy team has run checks on all contracts. This is not going to be a quick process. 5. Are you only looking for current DV cleared candidates - or will you accept SC who are eligible to be put through the process? Unfortunately due to the nature of this area of work we are looking for only DV cleared personnel. 6. Is there a current incumbent for this role or has there recently been an incumbent? This is a new post. 7. What does the acronym SAGAT stand for? SAGAT is the project name, it doesn't stand for anything.
