Summary of the work The HCA are continuing the development of their Affordable Housing Digital Suite, including the core Investment Management System (IMS), the Compliance Audit (CA) and Help to Buy (HtB) modules. The provision of a skilled and experienced Technical Project Manager is required for the delivery of a 5 week work package. Specialist role Delivery manager Expected Contract Length This is a 5 week work package Latest start date 03/04/2017 Maximum Day Rate This is an outside IR35 arrangement, attracting a maximum day rate of £500 (including all costs and fees associated with the arrangement). Who Speclialist Work With The current software development service is provided through a combination of in- house resources, as well as contractors and other 3rd party suppliers. You will be expected to work collaboratively with those groups, including within teams made up of a combination of those groups. Typically SCRUM teams are 4-8 people. What Specialists Work On Development of the Affordable Housing Digital Suite, including the core Investment Management System (IMS), Compliance Audit (CA) and Help to Buy (HtB) modules. Manage the delivery of the following projects including all analysis, development and testing resources • IMS HtB Phase 2 Project • IMS Start of Year Project • Release management versioning to IMS web applications for HtB 2 • IMS - Compliance Audit Phase 3C • IMS - Business as Usual changes Arrange and lead appropriate project meetings: Including sprint stand-ups, sprint retrospectives. Technical Consultancy: Where necessary, provide out of office hours telephone support for product releases. Skills & Experience • Experience of managing mulitple agile projects • Knowledge of .net (web and WPF) applications • Knowledge of Oracle Databases • Experience working with Team Foundation Server • Experience of delivering a 'Business as Usual' service Nice to Haves • Experience working in Central Government • Understanding of the housing sector • Experience working with Gupta / Centura written applications Work Location The worker can generally choose where they work, however the team uses one of our London (Marsham Street) office as a connection point, and there is an expectation that the worker will use this office for project related activities that need their attendance in person. Working Arrangments The worker will manage their own working arrangements as required to deliver the assignment. For reasons of security, the HCA will provide encrypted laptop loaded with secure software. Security Clearance All team members are subject to Baseline Personnel Security Standards checks and for anyone working at the London office, must also be CTC cleared. Instead of just Team Foundation (TFS), would you also consider someone with experience in distributed version control like Git? It is important that the person can be up to speed immediately with the current working practices of the wider team. We would regard those with only GIT experience secondary to those that have TFS experience. 2. 2. Will the `Scrum Master / Development Manager` have the freedom to suggest and implement new changes into what developer`s tools should be used? Or the person just need to get on with whatever tools are being used at the moment, regardless of whether these tools are outdated/legacy? It is important that this person can ensure that the delivery schedules are met and that there is minimal disruption to the team, however, we are open to new ideas where these will benefit the deliveries. 3. Has the HMRC tool been used to clarify the IR35 status of this role ? does it fall inside or outside of IR35 ? We have conducted an assessment of the work using the HMRC ESS and it has been determined as outside IR35. 4. I note that this is a 5 week work package but is there a possibility that there will be further work beyond the initial phase/work package? We have a portfolio of work envisaged for next FY and theoretically this role would be required for some of those activities, although these would be determined at a point in the future. 5. Could you please update us on the lead time for this application. We want to fill the role and have someone in working with the team by 03/04/17. 6. Would a specialist SC Clearance clearance be considered rather than CTC? As a minimum we need CTC, but if a person has a higher level clearance such as SC or DV then this is fine.
