Tender description
The Isle of Wight Council invites Tenders from suitably qualified providers for Provision of Legal Services (Property, Planning and Contracts and Procurement). The contracts are to run from 15 June 2017 for a period of 3 years with the option to extend for a further period of up to one year at the sole discretion of the Authority. The Authority is looking to secure the provision of high quality legal services undertaking matters where either specialist knowledge that is not available in house is needed, or where due to capacity additional legal capacity is required. This may be for day to day matters, or in relation to specific projects. The in-house legal team has lawyers that cover a wide range of subjects. This tender is divided into three Lots and one provider will be appointed per Lot. Tenderers can bid for one or more lots. Please note that there is no volume/value of work guaranteed for any of the above lots. Lot 1 named ‘Commercial Property Law’ includes: — Acquisitions and disposals of land and buildings — including all work associated with such transactions. — Infrastructure documents e.g. s104 and [s38/S278 and other miscellaneous Highway Act 1980 Agreements]. — Grant of easements including: — Contract/loan agreements — Isle of Wight Council and third parties. — Clarification of legal title and rights and similar enquiries. Licences. — All other property law related matters. — Landlord & Tenant Short and long term leases/assignments (surrenders). — Tenancies at will including any S25/S26/S27 notices and all other landlord and tenant matters. Lot 2 named ‘Planning’ includes: Description of all types of advice areas — All aspects of planning advice including valuation, processing, and determining applications. — Advising on determination of lawful development certificates, S215's notices and appeal. TPOs, environmental statements, enforcement, drafting S106 agreements. Lot 3 named ‘Contract & Procurement’ includes: — Procurement Law EU and UK law and guidance on requirements for public bodies, including housing associations, drafting, issues arising and best practice. — Commercial Contracts and Practice. — Contract and Procurement law advice, drafting and negotiation, dispute handling in relation to contracted relationships with external parties. Advice in marketing context. Insurance law in various regards — property public liability, professional indemnity etc.
