Tender description

Rochdale Borough Council are inviting Tenders for their Domestic Abuse Services. The contract will run from the 1.4.2017 — 31.3.2020 with the option to extend annually for a further 2 years until 31.3.2022. Implementation of this commissioning process will be undertaken with regard to the principles set out in the Model, namely: — Meet the health and social care needs of those who are at risk from, or experience domestic violence and abuse. — Meet the needs of children and young people who are at risk from or are affected by domestic violence and abuse. — Have a clear link to services that address the perpetrator's behaviour and health and well-being needs, using best available evidence or piloting and evaluating new approaches. — Include appropriate provision for our BME communities. — Be shaped in consultation with partners, providers and service users. A community-based victim support service for female and male victims of domestic abuse, of all ethnic backgrounds, and of all ages that fall within the Home Office definition. The service will comprise the following elements: — An IDVA service that provides sufficient and comprehensive support, safety planning and (in appropriate cases), help with moving on for high risk victims and their children, including support to victims who may need attend court. The services will: Support victims, their children and families who reside within the geographical boundaries of the Borough of Rochdale. Provide individual, tailored support to any victim of domestic abuse assessed by evidence based risk assessment check-list as standard, medium or high risk. Offer a sufficient and consistent support and safety planning service to all eligible victims. The services will: Support victims and their children who reside within the geographical boundaries of the Borough of Rochdale, and, in the case of emergency accommodation, an agreed proportion of bed space to victims who may, at the time of need arising, not be residents of the Borough. Be comprised of the following elements of provision: — Emergency, refuge-based accommodation; — Support via dispersed tenancies; — Floating support provided to victims living in the community; — Support to children whose parents are accessing the provision; — Appropriate provision for male victims. The services commissioned will: Ensure delivery of all of the component elements of the service, as detailed above, from locations within the Borough as agreed with the Commissioner and partner organisations.
