Tender description

The Houses of Parliament (‘the Authority “) intends to commence procurement(s) from 2017-2018 for contract(s) (”the Contract(s)’) to appoint contractor (s) for Duct Cleaning and cleaning of plant room and basements. The majority of the buildings on the Parliamentary Estate are Grade I and Grade II listed buildings The Authority is issuing this PIN to invite organisations to provide their pre-procurement expression of interest prior to commencement of the procurement(s). The Authority envisages that the contract (s) will be for terms of 5 years with the provision to extend for up to 2 years, and the envisaged total contract value is in the region of 2 500 000 GBP (excluding VAT). The procurement arrangements will involve an Invitation to Tender/ Negotiate, the aim being to deliver high quality services as well as value for money. Duct Cleaning to cover the internal cleaning of ventilation systems and Air handling Units in accordance with good practice guidance (BESA Guide to Good Practice TR/19) across the Parliamentary Estate as well as the purchasing of all necessary cleaning consumables for use by the Contractor, including filters. The various systems comprise of over 7 500 m of ductwork of varying sizes, over 150 air handling units and kitchen extraction canopies and false ceilings of various design. The majority of this work is carried out during recess, weekends and overnight. Plant Rooms/Engineering Spaces/Workshops to cover the routine and ad-hoc cleaning of in excess of 100 plant rooms, engineering spaces (including 2 000 m + of service containing corridors and vaults) and workshops across the Parliamentary Estate as well as the purchasing of all necessary cleaning consumables for use by the Contractor. There will be a requirement on occasion to transport varying quantities of waste.
