Summary of the work -Discovery phase of user needs and requirements for the London Property Portal feeding into London.gov.uk. website. -Lead workshop to capture user needs relating to new functionality. -Translate requirements into clear and accurate user stories used to develop and tested against. Interviews will be held on Thursday 20th April 2017 Specialist role Business analyst Expected Contract Length 10 Working days (24/04/17 - 05/05/17) Latest start date 24/04/2017 Maximum Day Rate Maximum Day rate £500pd Who Speclialist Work With The Specialist will be working with the Housing and Land Team within GLA (Greater London authority) for the gathering of information and development of RfP document for London's Property Portal What Specialists Work On Conduct discovery to build robust RfP for new tender for Property Portal 1. Meet and lead workshop with City Hall’s business teams to understand and capture user needs relating to new functionality for the Property Portal. 2. Challenge staff’s perceptions for the requirements but instead champion the user and encourage the further understanding in building a picture for development requirements. 3. Translate functional requirements and user needs into clear and accurate user stories and acceptance criteria that can be used to develop and test against. Skills & Experience • Three or more years’ business analysis experience in a digital and/or technical project role • Experience of running workshops and discovery sessions to efficiently and thoroughly prompt thought and gather requirements. • Thorough experience with writing user stories and acceptance criteria. • Confident and practiced in challenging and persuading people, including senior staff and those highly focused on the businesses needs rather than the users • Stakeholder focus - listening to and understanding the needs of those the work impacts and • Communicating and influencing presenting information and arguments clearly and convincingly so that others see us as credible and articulate, and engage with us. • Strategic thinking understanding of the bigger picture to uncover potential challenges and • Problem solving analysing and interpreting situations from a variety of viewpoints and finding creative, workable and timely solutions • Research and analysis gathering intelligence (information, opinion and data) from varied sources, making sense of it, testing its validity and drawing conclusions that can lead to practical benefits. • Organisational awareness understanding and being sensitive to organisational dynamics, culture and politics across and beyond the GLA and shaping our approach accordingly. Is this role outside of IR35? No, this falls into IR35 and the business analyst would have to verify and provide evidence that the necessary steps have been taken to ensure the correct taxes are paid. 2. What happens after the discovery phase? Do you think you'd need the specialist beyond the 10 days i.e. is there any potential for extension? The Business analyst will not be required beyond the discovery phase. 3. If we provide consultancy at this stage, would it preclude us from bidding for the development of the portal in a subsequent procurement? Yes if consultancy is provided at this stage it would preclude the company from bidding for the subsequent procurement. 4. What's the requirement/ process for CV submission? Does this role need any type of security clearance No security clearance is required for this role 6. Please update us on the lead time for this application The application has a potential go live date of April 2018 7. Will this role be within IR35? Can more than one candidate per supplier be submitted Yes, more than one candidate can be submitted per supplier. 9. Is occasional remote working allowed? Potentially, though it is preferred that someone be on site so they are available to meet with staff and users. 10. What technologies will the consultant work on or should have experience with , please provide detail Requirements/stories will need to be raised in Jira (an online ticket management system), for which training can be provided if necessary. 11. Will this role be within IR35? Yes, this falls into IR35 and the business analyst would have to verify and provide evidence that the necessary steps have been taken to ensure the correct taxes are paid. 12. Willing to work on other area's within GLA" - can you please specify which areas - any specifics skills needed for this work This relates to other areas linked to housing, and therefore no additional skills are needed 13. Will you consider work permit visa holders such as Tier 2 general visa for this role Unfortunately work permit visa holders cannot be accepted for this role 14. Is this role considered to be outside the IR35 regulation? This role does fall inside IR35 and the business analyst would have to verify and provide evidence that the necessary steps have been taken to ensure the correct taxes are paid. 15. Translate functional requirements and user needs into clear and accurate user stories and acceptance criteria that can be used to develop and test against.> Are you expecting all identified requirements to be converted into user stories? This might be non-feasible without any technical discussion, or UX design or Tech Architecture involvement. All of the above in 10 days seems to be very optimistic, unless the portal has 2 pages and maximum 10 functionalities. Kindly clarify on the depth of user story/acceptance criteria expected We will be expecting all user needs to be documented to a level. We appreciate that without developer or designer input these stories can only go to certain detail. The intention is to finish this discovery phase with a backlog of user needs (likely high level). These will then inform the brief that goes to developers, who will make a call on how best to technically achieve each need. 16. Can you provide a sample of the user story/acceptance criteria you are expecting? There could be different levels of user stories - one needed at RFP stage (High level), while the other at Development stage (Detailed & Page level). Stories format: As a, I want, So Ie.g. Person searching for shared ownership homes wants to filter results to see suitable shared ownership homes and disregard non-applicable results. A level of non-technical acceptance criteria should also be documented.e.g. Property search ticket : As part of the search filter area should be check box list: - all, freehold, leasehold, shared ownership, etc. Must be able to select all, multiple or one of these boxes to dictate which properties show in resultsUX and developers take this ticket to define the filter positioning, the default value, label/headings and technical implementation 17. What is the process for suppliers to submit multiple candidates for this role? If suppliers wish to submit multiple candidates this can be done individuallyi.e. one submission per candidate.
