Tender description

A Library Management system (LMS) is required to support the day to day running and management of Kent Libraries, plus the on-going ability to interact with other SELMS members, allowing collaboration, co-operation and consolidation of knowledge, resources, data and assets to provide a concise and functional Library System to the SELMS membership. The proposed system will reflect the current system: • Acquisitions and budget management – including EDI ( electronic ordering, receiving & invoicing materials) • Cataloguing – classifying and indexing materials • Circulation – lending materials to borrowers and receiving them back • Offline functionality • Cash management • Housebound service management • Request s and interlibrary loans • Serials – tracking magazine, journals and newspaper holdings • Management information and reports • Mobile library service functionality • Discovery portal – an online public interface for users. • SDI/Current awareness – digital interface • Z39.50 – international communications protocol for searching and retrieving information from other databases • Prison Library module • Community information • Test system • Online app. • SIP2 Server – connectivity to 3rd party products and services • Digital asset management solution • Archive solution The Contract period should not be less than 5 years, plus a 2 year optional extension, as the market is reasonably stable and as this will be approached via a consortium type bid, continuity of supply can be protected by using volume and contract period as an incentive to maintain contract commitment by both supplier and Local Authority.
