Summary of the work Teams delivering digital services need coaching to refine their practice and build understanding of the GDS service manual. To support teams in agile delivery to deliver good GDS Compliant digital services. To help understand structural blockers to digital service delivery to better align the organisation for digital service delivery. Specialist role Agile coach Expected Contract Length 1 year Latest start date 02/05/2017 Maximum Day Rate Up to £800 per day Early Market Engagement This work is an enabler for wider business transformation which aims to fundamentally redesign the approach Defra follows to deliver services. Who Speclialist Work With You will work alongside the existing Enabling Digital Transformation team, who currently support delivery teams across Defra in their use of agile techniques, moving away from legacy delivery models. This will involve you working with permanent staff, contractors, and other suppliers. What Specialists Work On The Defra group are undergoing a series of organizational changes to better align policy and delivery objectives. Services, systems, and operations have traditionally developed in response to specific policy initiatives, resulting in services being duplicated and split across Defra's internal structures. The Digital Transformation program is expected to enable the broader business transformation by supporting teams in aligning business processes with user needs, and by playing a key role in establishing digital ways of working across programmes (i.e. agile delivery, compliance with GDS service standards, use of common components and open source software). Skills & Experience • Experience of digital transformation in government • Experience leading the delivery of digital activities for large and complex organisation • Strong negotiation, relationship management and influencing skills at the most senior level • Strong agile and lean product and delivery management experience • Experience in supplier and contract management via the Digital Marketplace • Experience of working on projects relating to data and information quality and inputting into governance and compliance • understanding of Open Source / Open Standards Understanding of Cloud / PaaS / SaaS technologies and strategies Nice to Haves • Successfully led digital enabled change and introduced agile techniques to product delivery across large organisations • Experience working according to GDS standards and guidance • Understanding of how central government works Work Location Do not apply for this role if you cannot work onsite in Warrington Working Arrangments Onsite at Warrington Security Clearance BPSS No. of Specialists to Evaluate 5 Cultural Fit Criteria • Collaborative and open-minded, with a commitment to working openly across teams • Take responsibility for work while ensuring a no-blame culture that encourages feedback and constant learning • Effective in sharing knowledge and communicating with clients who may have low technical expertise • Confident but humble, with an ability to listen carefully, challenge the status quo, and advocate for digital delivery in a clear and constructive manner Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers 1. What is the IR35 status of this role? We currently see this role as sitting outside of IR35 which will ultimately be determined by the working practices in place at the time of appointment. Post 6 April 2017 there is the requirement for all public sector bodies to provide information to agencies and workers about whether engagements are within the off-payroll rules. BPSS is mandatory, but can we submit candidates with higher clearances such as SC, CTC and DV if candidate is not BPSS cleared. Will you considering BPSS eligible candidates also. BPSS/ Disclosure Scotland are the minimum clearance levels required to perform the work. The successful candidate will need to hold up to date and valid clearance before starting. 3. What is the exact working address in Warrington? Richard Fairclough House, Knutsford Road, Warrington. WA4 1HT 4. Is there chance of extension after the 12 months are completed and if so, what is the duration for the scope of the work? The intention is for this work to be for 12 months. Options for extension have not been considered at this point. 5. Work location is stated to be onsite at Warrington but for clarity please could you confirm the policy that will apply for expenses associated with fulfilling this work? Expenses will be provided for any work that necessitates travel outside of the Warrington base, in line with the Defra travel/ expense policy. 6. How many agile teams/ squads do you have in Warrington? We currently have 2 teams, another is planned to start in May, with the option of more as the year progresses. 7. How many Services do they support? We currently have two services with a number of products aligned to each. 8. How long have the teams been in place, what is their level of maturity? One team have been functioning for over a year, the other over two years. 9. Are they full squads including UX roles, URs and Dev ops? Our teams are fully multi-functional covering the recognised agile roles. 10. What phases are your projects in? Both services have products in public beta and others earlier in the lifecycle. 11. How large are your services (transaction numbers)? One service peaks at approximately 6000 per day it has peaked at just over 1 million in a day. The other has approximately 10000 per day. 12. Just for clarity, is experience of digital transformation in government a mandatory requirement to be considered for this role? It is not mandatory but would be preferred. 13. Can you please explain the rational behind the essential skills / experience of "Experience in supplier and contract management via the Digital Marketplace"? WE are struggling to see how this is relevant to the role of Agile coaching and support. Please IGNORE the requirement for "Experience in supplier and contract management via the Digital Marketplace".
