Tender description

From 1.10.2015, Brent is under a legal duty to commission the Healthy Child Programme 0-5 pursuant to the Local Authorities (Public Health Functions and Entry to Premises by Local Healthwatch Representatives) and Local Authority (Public Health, Health and Wellbeing Boards and Health Scrutiny) (Amendment) regulations 2015 (‘the Principal Regulations’) and therefore under a legal duty to secure the provision of the five mandated elements of the Healthy Child Programme 0-5.These are: antenatal health promoting visits;new baby review; 6-8 week assessment (the health visitor or Family Nurse led check. The GP led 6-8 week check will continue to be commissioned by NHS England through Primary Care Commissioning). 1 year assessment; and 2-2½ year review. Brent's health visiting and FNP (‘Healthy Child Programme 0-5’) services are currently provided by LNWHT. Brent also has responsibility to secure 5-19 public health services, CLCH deliver the school nursing service are currently provided by LNWH. Universal public health services for children and young people are mainly delivered through a national programme, called the Healthy Child Programme. In April 2013 London Borough of Brent became responsible for providing the Healthy Child Programme (through school nursing services) to all 5-19 year olds. From October 2015, the Council also became responsible for providing the Healthy Child Programme (through health visiting services) to all 0-5 year olds in Brent. This presents new opportunities for the Council in bringing together a robust approach for improving outcomes for children and young people across local authority led services. The local authority's key responsibilities for child public health include: — Improving the health and well-being of children and young people; — Bringing together the holistic approaches to health and well-being across the full range of their responsibilities; — Optimising the ring-fenced public health budget to improve outcomes for children and young people.
