Why the Work is Being Done The Scottish Government Directorate for Fair Work has established an Employability, Policy and Service Implementation programme. As part of the implementation they have identified a requirement for a new information technology system to support the delivery of the Scottish Employability Services. A Client Side Partner is required to assist the programme in procuring an IT delivery partner and thereafter support the delivery of the new system assuring compliance with business outcomes. Problem to Be Solved Employability IT Solution requirement cannot be defined or purchased Who Are the Users As part of the Scottish Government Employability Policy and Service Implementation programme I need to procure the services of a client side Technical Architect and a client side Business Analyst together with some additional specialists eg Security Architect so that they can assist the programme in procuring an IT delivery partner and thereafter support the delivery of the new system assuring compliance with business outcomes. Early Market Engagement N/A Work Already Done Existing Team The team are the Scottish Government Directorate for Fair Work, Employability and Skills. The supplier will be working with an IT delivery partner once they have been identified. Current Phase Not applicable Work Location Work will be required to be undertaken at Scottish Government offices in Atlantic Quay, Glasgow. Working Arrangments The service provider will be required to work closely with the ICT Programme Director as part of an agile systems development project. Security Clearance All Supplier resources must meet the Baseline Personnel Security Standard (BPSS) Additional T&Cs Please note that additional bespoke Scottish Government Terms and Conditions will apply to this requirement and will be issued at the technical proposal stage to short listed suppliers. Skills & Experience As an organisation you will have Technical Architects with recent experience of delivering and supporting similar IT projects operating within an agile delivery environment. 5% Technical Architect will have experience of ICT Public Procurement exercises including specification writing, defining technical evaluation criteria and evaluation of supplier tenders to ensure compliance with delivery strategy. 5% Technical Architect must have direct experience of working alongside suppliers on behalf of the client, to develop and deliver business solutions using agile methodologies assuring outcomes align with strategy 5% As an organisation have Business Analysts with direct experience of working client side in IT enabled business change programme with expertise in full range of business analysis tasks 5% Business Analyst with direct experience of working alongside suppliers on behalf of the client, to develop and deliver business solutions using agile methodologies. 5% Nice to Haves The proposed Technical Architect have direct experience of providing independent assurance, robust technical advice, domain knowledge, and IT strategy expertise to projects. 2% Business Analyst will have recent practical experience in similar role delivering complex business solutions in the public sector in a multi-disciplinary team as part of an agile delivery project. 2% The proposed Technical Architect will be skilled in developing and taking forward an over-arching technical strategy that includes hosting and development of a suitable service management model 1% No. of Suppliers to Evaluate 5 Proposal Criteria Q1. Details of Technical Architect allocated to this contract including key skills, CV’s, previous relevant experience including case studies. 13% Q2. Details of Business Analyst allocated to this contract including key skills, CV’s, previous relevant experience including case studies. 12% Q3. Details of any additional ad-hoc staff whom you consider necessary to the successful delivery of this task together with the approach and methodology they will use. 5% Cultural Fit Criteria 30 minute presentation by the named individuals who will deliver the service. 10% Payment Approach Capped time and materials Assessment Method Written proposal Presentation Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range the proposed budget for this requirement is between £300k and £500k. this budget range includes the initial 12 month contract and also the potential 6 month option.
