Summary of the work This team is developing tools/standards to help government organisations query authoritative personal data for service provision. Proof of eligibility relies on citizens providing personal information multiple times to departments. The team is exploring how to make users’ lives easier while ensuring security, privacy and accountability of personal data use. Specialist role Developer Expected Contract Length 6 months with an additional 3 month extension Latest start date 26/04/2017 Maximum Day Rate £500 day rate Early Market Engagement None Who Speclialist Work With This will be the first developer for the team which is currently made up of a Product Manager, Delivery Manager, User Researcher, Business Analyst, along with shared content designers and technical architect . What Specialists Work On Prototyping and building the various components involved in Eligibility Assessments (personal data queries between departments), and the interfaces between them. Currently assumed to include: Data Provider API, Client API, Consent Service, API Translation, Rules Processing. This work involves a small amount of front-end work, but mostly systems software engineering with a focus on APIs, security and identity. Key deliverables include advising and informing requirements and the implications of different possible technical approaches for the general platform. Skills & Experience • The candidate must have at least 5 years experience in Python • Experience in software development and have proven experience in building API services, authentication, authorisation, identity, integrating with databases and matching • Experience in Building prototypes and iterating • Experience in working with stakeholders to understand requirements and possibilities and help inform non-technical team members (with the support of a tech arch) • Understanding of data, databases, data privacy and data security • Experience writing infrastructure software and daemons as well as end-user software • Understanding of software design principles and distributed systems techniques • Ability to quickly research and learn new programming tools and techniques • Experience of using testing to validate solutions • Understanding of agile environments and version control • An awareness of technologies used for web applications, e.g databases, backups, CDNs and search, and of Unix-like operating systems, eg Linux and/or Mac OS • Must be familiar in using a green field codebase (building from scratch) as well as integrating with potentially legacy systems Nice to Haves a systematic approach to solving problems Work Location Aviation House, 125 Kingsway, London, WC2 6NH and from May: The White Chapel Building, 10 Whitechapel High Street E1 with further supplier locations to be agreed between both parties. Working Arrangments The individual will be based 5 days a week onsite and comfortable working in a multi-disciplinary team and to agile methodologies. Onsite presence is essential as the individual will be brainstorming with service designers, researchers and our technical architect and London Local Authorities. What is the maximum number of resources whose skills and CVs we could submit for this role during the application submission. One 2. What is the lead time for feedback following the application submission. The opportunity closes on 22 March. We will then evaluate submissions on who to take through to the next stage. We aim to have completed this stage by 29 March and informed suppliers who we will take through to the next stage and provided feedback to the unsuccessful suppliers. 3. In or out of scope for IR35? We will assess the role using the HMRC tool before the contract will be issued. 4. From 6th April, responsibility for determining if an assignment is within IR35 will shift to the Public Sector organisation. We need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’. This tax status is of this requirement is unclear at present. Each resource will be assessed prior to the contract signing.
