Summary of the work This team is developing tools/standards to help government organisations query authoritative personal data for service provision. Proof of eligibility relies on citizens providing personal information multiple times to departments. The team is exploring how to make users’ lives easier while ensuring security, privacy and accountability of personal data use. Specialist role Technical Architect Expected Contract Length 6 months with a possible 3 month extension. Latest start date 26/04/2017 Maximum Day Rate £700 per day Early Market Engagement None Who Speclialist Work With The team is currently made up of a Product Manager, Delivery Manager, User Researcher, Business Analyst, Lead Software Engineer along with shared content designers. What Specialists Work On The Technical Architect will provide technical leadership and architectural design for data querying between government organisations. They should have a good understanding of a broad range of technologies; be able to translate between non-technical stakeholders and technical practitioners; advise on and justify decisions; collaborate with a multi-disciplinary team; and be directly involved in service delivery. Skills & Experience • The ability to work with business and technology stakeholders to translate business problems into technical designs. • Creates an optimal design through an iterative process, aligning such factors as the user need with system requirements and organisational objectives and works with well-understood technology and identifies appropriate patterns. • Bridge the gap between technical and non technical: Translate technical concepts between Software Engineering, Delivery Management and Service Management so they are understood by all. • Able to listen to the needs of the technical and business stakeholders and interpret between them. Working Arrangments The individual will be based 5 days a week onsite and comfortable working in a multi-disciplinary team and to agile methodologies. Onsite presence is essential as the individudal will be brainstroming with development team and engaging with internal and external stakeholders. As a supplier we need to understand the client’s decision on the status of each contract assignment (including extensions) under IR35 and whether a new contractor assignment is deemed ‘Inside’ or ‘Outside’ of IR35 at the beginning of the recruitment process for hiring a contractor. There is an HMRC status portal available to help determine the status but we do require you to post a response as to whether the role is ‘inside’ or ‘outside’.
