• In preparation for this work the NW ADASS Programme Office are identifying and collating a core data set. The successful bidder will draw upon this data set, incorporate additional data as appropriate, and advise NW ADASS on additional data required during the course of the review. • To conduct an independent review of the existing residential and nursing home and domiciliary care market across the NW for local authority commissioned services for older people and people with a learning disability, with a focus on costs and sustainability. • To carry out predictive analysis for these services to understand the impact of change on the system over the next 5 -10 years. This will incorporate the impact of current commissioning strategies and currently understood new models of care. • To advise NW ADASS on commissioning strategy (incorporating fees and local authority expenditure, relationships with providers and across local authority borders, new models of care and workforce strategy) and market oversight.
