Tender description

Hertfordshire County Council (the ‘Council’) is carrying out pre-procurement market engagement in relation to a Lead Provider for Support at Home services for Broxbourne, Welwyn and Hatfield. Lead Providers are responsible for ensuring the delivery of Support at Home Services for people over the age of 18 with Health and Social Care needs. This will predominantly be older people and those with a physical disability, but could include people with a Learning Disability and Mental Health Problems. Lead Providers will ensure that support plans for service users are person centred and developed with achievable outcomes, which can be delivered effectively. Lead Providers will ensure that services delivered are innovative and creative both in terms of direct delivery and the use of community resources. It is anticipated that significant partnership and collaborative working will be required to deliver these services successfully. It is anticipated that the chosen provider(s) would be required to work collaboratively with the Council, health services and wider community services to continually improve access to services and develop and maintain pathways. Lead Providers will also be expected to deliver the support at home element of our flexi care services, ensuring schemes have adequate support to meet the mixed care communities this resource seeks to create. This will include provision for a high level of day and night care, covering a range of needs as detailed above, including end of life care, living well with dementia and re-ablement. We anticipate that this tender will consist of 4 Lots: Lot 1: Broxbourne 1: Hoddesdon and Broxbourne Lot 2: Broxbourne 2: Cheshunt and Waltham Cross Lot 3: WelHat 1: Welwyn Garden City, Welwyn Lot 4: WelHat 2: Hatfield, Cuffley, Essendon, Welham Green Timescales It is currently anticipated that the Council will commence a procurement process in May 2017, with the new service commencing 15.9.2017. It is proposed that the Council will run a 1-stage procurement process, containing 4 Lots. The anticipated contract term will be 2 years with the option of an extension until 31.3.2020. The Transfer of Undertakings (Protection of Employment) Regulations (TUPE) will apply. The purpose of the Council's pre-procurement market engagement process is to allow and enable potentially interested organisations with appropriate expertise and relevant experience to: — Outline and generate initial views/ideas around the outcomes, scope and the potential procurement strategy (i.e. with no commitment to themselves or the Council). — Engage with the Council to understand its challenges, intentions and desired outcomes. — Inform the Council of current market developments. — Enable the Council to understand how the Current Requirements could be shaped and delivered. — Explain the potential options available to the Council. The Council will consider the feedback and responses received to help inform the Council's options and further decision making. Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in the future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council. The Council will not enter into a contract based solely on the responses to this PIN and no information contained in the documents or in any communication made between the Council and any contractor in connection with its pre-procurement market engagement shall be relied upon as constituting a contract, agreement or representation that any contract shall be awarded. This pre-procurement market engagement process will comprise: — Seeking expressions of interest and submission of the Supplier Questionnaire. The Supplier Questionnaire will be uploaded to the In-Tend system shortly.
