Tender description

At the 2013 State of the City Economy Conference, the Leader of the Council made a commitment to increase the Glasgow Business base by 2 000 by 2017. Economic Development, within Development and Regeneration Service are responsible for delivering this. To support the delivery of these objectives Economic Development have spent the past 2 years undertaking a wholesale Service Reform to review activity and resource allocation. This reform and subsequent Service Re-design has led to significant change in service provision within Economic Development and has led the development of a New Approach to Enterprise support, which articulates the strategy and blueprint for delivery of a comprehensive business support programme for Glasgow. This will fundamentally change the way in which Glasgow City Council engages with, and supports, businesses in the city. As a mechanism to this change, Glasgow City Council, via delivery of Business Gateway, is seeking to contract for business consultancy through the delivery of masterclass (one-to-many) programmes and one-to-one professional support in 6 key business areas: Growth, Structure, Skills and Resource Capacity, Finance, Resilience and Innovation. The main purpose of both the masterclass programme and one-to-one support, will be to increase knowledge and improve capacity among SMEs in Glasgow, helping them achieve aspirations and improve the city's economic wellbeing. Businesses supported through this programme of intervention will be referred to both the masterclass programme and one-to-one professional support by a team of dedicated Business Advisers, who will conduct an in-depth Business Diagnostic.
