16322 WORKS CONTRACT A (1 of 4) – BURY COUNCIL INVITES TENDERS FROM SUITABLE CONTRACTORS FOR PART OF THE 2017/18 SCHOOL PLANNED MAINTENANCE PROGRAMME. THIS TENDER COMPRISES WORKS IN CONNECTION WITH EXISTING MECHANICAL AND ELECTRICAL INSTALLATIONS FOR PHILLIPS HIGH SCHOOL (THIS IS ONE OF FOUR WORKS CONTRACTS) Bury Council is to appoint a suitable mechanical / electrical contractor to carry out the 2017/18 school planned maintenance M&E programme. The M&E planned maintenance programme is divided into four separate school tenders with a mechanical or electrical contractor is to be appointed to each school contract. An electrical contractor is defined as a contracting organisation which is a member of NICEIC and directly employs a minimum of 2nr approved electricians. A mechanical contractor is defined as a contracting organisation which is Gas Safe registered and directly employs a minimum of 2nr Gas Safe registered individuals and directly employs a minimum of 10nr qualified pipe fitters. Please note that a contractor questionnaire must be completed and returned with the tenders. For contractors to be appointed to any of the packages, they must first meet the following minimum criteria : 1. Proximity of contractor base to the works to allow 1 hour emergency response time 2. Acceptable health & safety accreditation ie recognised by SSIP 3. The company holds the necessary NICEIC registration and Gas Safe registration 4. Appropriate numbers of directly employed staff holding the necessary certification / qualifications 5. The average annual turnover from the past 2 years exceeds £1.5m 6. The contractors have experience of working in schools and the public sector 7. The contractors have successfully completed contracts in excess of £100k 8. Satisfactory references can be provided from school and public sector clients. (please note that where contractors have worked directly for Bury Council Children’s services in the last 2 years, references must be sought from Bury Council client representatives. 9. Sufficient insurance provision for public liability and employer’s liability (£5m). IMPORTANT INFORMATION : TENDERS CAN ONLY BE CONSIDERED FROM CONTRACTORS WHO PROVIDE A COMPLETED CONTRACTOR APPRAISAL QUESTIONNAIRE AND WHO MEET / EXCEED THE ABOVE CRITERIA At the time of tendering, it is the intention of the Council to award only one works contract to any one contractor. Should a contractor meet the minimum criteria (as set out in the Contractor Appraisal Questionnaire) and submit the lowest tender for more than one school, the tenderer may be asked to withdraw tenders for up to two works contracts. The Council will decide how many contractors will be engaged over the four works contracts once tenders are received. Tenderers to note that should they decide to submit a main contract tender bid they should decline any invitations to provide sub contractor prices to other tenderers who are proposing to bid on the main contract works.
