Summary of the work GOV.UK Verify is the new way to prove who you are digitally to interact with your personal data held by government services. We are now tasked with increasing user accounts.We require an interim Technical Business Analyst to facilitate this Specialist role Business analyst Expected Contract Length 3 months. 9 month extension clause will be written into contract which will be subject to approval Latest start date 2st May 2017 Maximum Day Rate n/a Early Market Engagement None Who Speclialist Work With Technical team supporting the GOV.UK Verify hub. Developer and a Technical Architect (to be recruited) What Specialists Work On Analyse business requirements and user needs related to application of technical standards, drawing on input from specialist colleagues across government; Analyse external standards efforts and organisations for technical content and processes; Write and edit guidance documents on the application of technical implementation standards; Aid the development of software by drafting relevant stories featuring acceptance criteria that demonstrates use of technical standards and assist developers wherenecessary; Assess new requirements that emerge from software development efforts in government, assess whether these requirements are germane to external standards efforts and if appropriate help to prepare inputs to those efforts Skills & Experience • experience analysing and documenting technical requirements at different levels of granularity • experience of writing user stories for agile delivery • experience of communicating complex technical concepts to non-technical audiences and senior management where appropriate • demonstrable experience working in an agile culture of continuous delivery an improvement, ensuring that data is regularly analysed, maintained and improved • experience of delivering transformational change • excellent written and verbal communication Nice to Haves • exposure to and interest / aptitude in tech standardisation efforts particularly SAML • experience blogging and speaking at conferences on technical topics • experience of working with and analysing large volumes of complex data • experience working in open source projects and communities • awareness of user needs Work Location Government Digital Service Aviation House 125 Kingsway London WC2B 6NH Moving later this year to Algate East area Working Arrangments On site, 5 days a week. How many days per week can the specialist work from home? This will need to be agreed depending on the work carried out. We would generally expect the worker to be available to work from Aviation House. 2. Please can you advise if SC is acceptable WRT to the clearance required? SC is acceptable 3. Can you please advise if Travel & Subsistence can be claimed by the successful applicant? If GDS ask the worker to travel to other locations, we will pay travel and subsistence in accordance with Cabine Office regulations. 4. Will the BA’s be expected to develop if needed on this project No; developer is a separate role within the project 5. What is meant by open source projects There is a vast amount of information publicly available, e.g. on the GDS blog: https://governmenttechnology.blog.gov.uk/tag/open-source/ 6. Will there be speaking at conferences on technical topics – if so what type of technical topics? We do not expect the worker to speak at conferences 7. When this year will the project be moving to Aldgate East area? GDS will move to Aldgate in summer; no date has been confirmed yet 8. What is meant by tech standardisation efforts? efforts to standardise codes, processes, procedures, technical solutions etc. and, of course, identity verification 9. Could you please update us on the lead time for this application. As published, we expect the worker to be available by 2nd May 10. What is the anticipated budget for this task? We have not set a maximum value but will evaluate, among others, based on rates quoted 11. Can you advise of GDS position on IR35 relating to this role please? We will assess the role using the HMRC tool before the contract will be issued. 12. As there is currently no clear information about the impact of IR35 on the DOS2, does this role fall within and outside of IR35? If this is unknown at the moment, will there be an assessment to verify this before the call-of- contract is issued? We will assess the role using the HMRC tool before the contract will be issued.
