Tender description
The Met Office is looking to establish a series of 4-year Framework Agreements to cove respective lots (4 lots) for the provision of Thermometers for Meteorological and Climatological applications. With a primary aim of replacing its existing networks of Mercury in Glass instrumentation in advance of the UNEP Minamata Convention's ban on the production, importation and exportation of products containing mercury which comes into effect from 2020. In establishing up to 4 framework agreements to cover the respective Lots / thermometer types of; Ordinary 1C, Ordinary 2C, Maximum, and Electricsl Resistance Thermometers the Met Office is aiming to facilitate swap out of existing instrumentation with that of the successful bidders early in Year 1 of the agreement, with the remaining contract duration covering business as usual demands for replacements, new sites, etc. Indicative volume across the 4 lots is for a total requirement of between 4 000 and 5 000 units, with the highest demands expected in Liquid in Glass variants, however the exact mix will be dependent on overall cost / quality considerations in relation to our various applications; climate records, land and marine based observations. Tender submissions will be evaluated using a Most Economically Advantageous Tender approach, with top level evaluation criteria of; Technical Compliance 55 %, Commercial Capability 10 %, Value for Money on overall cost 35 %. Shortlisted suppliers (Top 3 for each lot) will be asked to provide 4 off samples for their proposed solution to that Lots' requirements. The testing of these sample units, will be used to moderate scoring, whereby this moderated scoring will be used to select the overall winner for each lot.
