Summary of the work Ensure quality service delivered for all procurements meets required standards, during procurement and delivery. Defining, delivering and implementing authority test artefacts and assuring supplier test artefacts. Specialist role Quality assurance analyst Expected Contract Length 126 days over 9 months Latest start date 27-03-2017 Maximum Day Rate £650.00 Early Market Engagement The Project is procuring a Nuclear Emergency Radiological Information and Monitoring Network (NERIMNET) together with the Department for Business, Energy and Industrial Strategy as a replacement Information Management System for existing capabilities. Assessment of the market has enabled the capability to be procured in four procurements: (1) Application Development, (2) Application Management & Support, (3) Application Hosting and (4) Network Connectivity. Who Speclialist Work With Department of Business, Energy & Industrial Strategy (BEIS) Project Team, NERIMNET Project Manager (ISS Develop Networks Acquisition) and other key stakeholders in Corsham, Northwood & London What Specialists Work On Activities: • Maintain the Authority ITEAP. • Define, deliver and implement Authority’s Test Strategy (TS), Test Plan (TP) • Assure Supplier’s Test Policy, TS, Release TP; • Provide bid evaluation input / subject matter expertise in negotiations • Define and build QA team, working with business stakeholders to recruit expertise according to Authority TS; • Work with stakeholders to define Authority non-live test environments; • Produce reports on Authority testing outcomes and progress; • Review, assure and agree Supplier testing outcome reports • Report weekly to PM, attend project meetings as required. Skills & Experience • At least 5 Years of experience working as a QA Manager or Test Manager on agile application delivery projects with whole life cost valued £50M or more 22% • Demonstrable delivery/execution of test strategies/plans with measurable outcomes contributing to achieving delivery to time/budget of complex business applications/software systems, from unit testing through to operational acceptance/performance and automation testing 22% • Has experience in creating test capability for a business project by building the appropriate team and leading them through the project lifecycle 16% • Has experience of working on at least one project where they have built testing capability within an organisation as a customer procuring a business application from a supplier 14% • Has experience in coordinating testing across multiple suppliers 10% Nice to Haves • Has experience working as a QA Manager or Test manager on projects working to the Government Digital Service Design Manual- 6% • Previous experience in Government business application delivery- 5% • Previous experience working on safety critical systems or systems deemed to be critical national infrastructure- 5% Work Location London SW1 with occasional travel to MOD Corsham, Wiltshire Working Arrangments 3 Days per week, increasing to 5 Days a week from July 17 to Dec 17 Security Clearance Individuals must hold valid SC clearance Additional T&Cs None No. of Specialists to Evaluate 5 Cultural Fit Criteria • Work as a team with our organisations and other suppliers • Transparent and collaborative when making decisions • Share and transfer knowledge and experience with other team members Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. What is the anticipated IR35 status of this opportunity? Inside or outside? • the Authority will not be providing guidance on the applicability of the legislation to individual contracts but instead it is for each supplier to satisfy itself of its alignment with the new legislation;• the HMRC has released a new certification tool that will allow suppliers and buyers to go and make sure that they are compliant; and• the Authority will not be approving any increase day rates on existing contracts as a result of the new legislation. 2. It says the resource needs to be SC cleared, if we have a suitable resource can we apply for clearance ? On the proviso that this would not delay the start date. 3. Security Clearance has expired, Is there any chance to go through SC again ? If the agency is prepared to put the candidate through SC and it doesn't hold up the process yes. 4. Will the Authority sponsor SC or must the specialist have SC at the time of submission? The authority would like the individual to hold SC clearance or for the agency to arrange. 5. This role was previously advertised. Can you say why someone wasn't appointed the first time round? A candidate was appointed but in the time it took to sort the funding and issue the contract the candidate had been offered alternative work. No one else was found to be a good match and it was therefore decided to slightly revise the requirement and test the market again. 6. Could you please update us on the lead time for this application. CVs will be required within 24 hours of the advert closing, it is then as fast as we can get the project team together for interviews to be held. Once the interviews are held it is hoped a decision would be made and an offer of contract issued within 24 hours. Candidates are required to start ASAP.
