Tender description

The Authority is looking to relocate its headquarters from its current Aykley Heads site to a smaller headquarters in a Durham City centric location. The Authority is looking to procure a developer to either: (a) provide a site within the search boundary; or (b) use an Authority owned site(s) to deliver the project; via a Development Agreement, in accordance with the Authority's Requirements. Details of the new HQ project are outlined with the Memorandum of Information (MOI). The Authority has resolved that it must own the freehold of the Headquarters and that there should be risk transfer to the private sector via the Development Agreement. The Authority is going through a period of unprecedented, and ongoing change, at the heart of which, is a desire to improve the services the Authority provides. A key function for the new HQ will be to serve as the civic heart of the Authority and the community, ensuring the democratic process is fully supported and delivered. As the Authority's main civic centre, the building is required to be transparent and welcoming to the public, integrating quality public realm into the scheme, and providing public access to the council chamber/event spaces.
