Tender description

Barnsley Metropolitan Borough Council (BMBC) Adult Joint Commissioning Team (acting as lead commissioner and working in partnership with the Barnsley Clinical Commissioning Group (BCCG)), is inviting expressions of interest from suitably qualified providers to tender for the delivery of Adult Community Support and Enablement Services (ACSES). ACSES will replace what has historically been referred to as Supported Living and Community Floating Support and is required to offer a range of cost effective services that promote personalisation and support local people who have been assessed as having support, recovery and enablement needs, to achieve maximum independence in their own home. This may typically include housing related support, personal care and support with health and well-being. The introduction of ACSES is part of BMBC's broader strategic plans to transform health and social care services across the Borough and move towards service models that focus on people's wellbeing and individual outcomes and that clearly embed the principles of recovery, enablement, re-ablement and prevention of further need; an explicit move away from previous traditional models of care and support that have been largely based upon maintenance and prevention of deterioration. These locally delivered services will be required to specifically support people within their community in their own tenancies and will be in a range of settings; including but not limited to bungalows, house and flats from a range of social and private sector landlords or an individual's own property. ACSES will include 3 tiers of service (Standard, Complex and Specialist) to broadly reflect the differing levels of intensity of services and the necessary skills, experience and qualifications required to deliver them. This procurement is for the Standard and Complex parts of the support pathway, as the Specialist component will be commissioned on a regional basis with neighbouring partner authorities at a later date. Providers wishing to operate the Complex service only will still need to demonstrate that they are capable of delivering the Standard service element as this will form the essential foundation of the Adult Community Support and Enablement care and support packages. ACSES will be for all vulnerable adults, including (but not limited to): older people, people with a physical disability (including people with an acquired brain injury) and/or sensory impairment, people experiencing mental ill-health, people with a learning disability, people with Autistic Spectrum Disorder conditions and people with HIV/Aids; although it is expected that adults with learning disabilities (including those with a dual diagnosis) will be the majority of service users. BMBC wishes to achieve a manageable balance between having the right number and mix of Providers on the Framework Agreement who can flexibly deliver the full range of the new services across the Borough as required, alongside a sustainable model of business for the successful Providers. It is the Council's intention that all Providers will be given the opportunity to deliver a number of support packages from the earliest opportunity, however the Framework Agreement has no guarantee of business and there will be an element of service user choice in the referral and allocation process, both for the transfer of existing support packages and any new business. Providers will be able to select which areas of ACSES they are interested in delivering (Service Delivery Preferences) as follows: — Learning Disabilities; — Autistic Spectrum Disorders; — Mental Health; — Physical Disabilities or; — Any combination of the above. And, also the level of service you are interested in: — Standard; — Complex.
