Summary of the work Innovate UK are seeking expert support from a Business Analyst who will identify and validate potential technical solutions in line with business requirements, represent users throughout the project lifecycle and produce key project documentation such as the business case, acceptance criteria and business benefits. Specialist role Business analyst Expected Contract Length Contract expected to last 3 months with an optional 3 month extension Latest start date 27/02/2017. Earlier start dates are preferable. Maximum Day Rate £750 Early Market Engagement None Who Speclialist Work With The Business Analyst will be working alongside User Researchers and other business specialists to develop the business needs, detailing requirements and working with other business specialists to identify and validate potential technical solutions. What Specialists Work On The Business Analyst will take ownership of understanding the business needs, detailing requirements and working with other business specialists to identify and validate potential technical solutions. Reporting to a Senior Project Manager, the Business Analyst will take responsibility for representing users throughout the project lifecycle, owning and documenting business requirements and supporting production of key project documentation such as the business case, acceptance criteria and business benefits. Skills & Experience • Demonstrate how you will use your skills and expertise in the following areas to deliver success throughout the project lifecycle (40%): • Collation of business requirements from multiple users using a range of levels of detail - 7 points • Process improvement/re-engineering using recognised methodologies - 7 points • Propose solutions to deliver business requirements - 5 points • Management of multiple varied stakeholders both internal and external to the organisation - 3 points • Business systems development, particularly in terms of workflow - 3 points • Collaboration with multiple third-party suppliers in a high pressured delivery environment - 3 points • Demonstrable facilitation skills and the ability to run effective workshops - 3 points • Analytical thinker with strong problem solving skills - 3 points • Excellent communication skills, including but not limited to written and oral - 3 points • PRINCE2 project management - 3 points Nice to Haves • Demonstrate how you will use your skills and expertise in the following areas to deliver success throughout the project lifecycle (20%): • Ability to work within an Agile delivery environment - 4 points • Ability to work on .GOV.UK service implementations adhering to GDS guidelines - 4 points • Implementation of bespoke and off the shelf solutions - 4 points • Working knowledge of the implementation of workflow systems - 2 points • Ability to develop detailed, usable data models to support and inform business requirements - 2 points • Able to elicit the business benefits associated with a project - 2 points • User acceptance testing, functionality testing, operational acceptance testing and integration testing - 1 point • Working knowledge of Jasper - 1 point Work Location North Star House, North Star Avenue, Swindon, SN2 1FF Working Arrangments The specialist will be required to be on site for a minimum of 4 days per week No. of Specialists to Evaluate 3 Cultural Fit Criteria • Demonstrate how your positive and motivational attitude to teamwork will contribute to the successful delivery of the project • Demonstrate how you will work independently in high pressured environment • Demonstrate how you will build and maintain positive relationships with key stakeholders and users • Demonstrate how you will apply your skill in promoting the need for well-defined and articulated business requirements • Demonstrate how you will manage/mediate conflicting priorities/requirements Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers 1. Please can you confirm working knowledge of Jasper as being Jaspersoft Reports generator or something else? We confirm that Jaspersoft Reports Generator is what is meant by Jasper. 2. No mention is made of any security clearance requirement, can you confirm that this is the case? We confirm that Baseline Personnel Security Standard (BPSS) security clearance is required. 3. Can you advise on what level of security clearance is required for this position please? We confirm that Baseline Personnel Security Standard (BPSS) security clearance is required. 4. Having looked at the application form, is there a way to submit a CV and/or references to support the application? Or are these done at a later stage for shortlisted suppliers only? At this first stage suppliers are only required to confirm that they can meet the essential and nice-to-have skills. There is currently no option for suppliers to attach additional documents.Shortlisted suppliers will be contacted to submit any information that is relevant to the assessment methods detailed in the published requirements. As such, a CV and/or references should only be sent if they are requested. 5. What is the project?We are looking at gathering and developing requirements for moving from legacy systems to a scalable future state.
