This prior information notice (PIN) is to instigate a soft market testing exercise and does not constitute a call for competition to procure any services for Oxford City Council (OCC). OCC is looking for a supplier to provide, design and implement an integrated housing management solution. The exercise will seek to identify the most appropriate software which can provide system capability, usability, and integration across the whole organisation providing accurate timely accessible information. OCC is not bound to accept any proposals offered, or liable for any costs incurred by any party participating in this exercise. OCC is committed to ensuring fairness, openness and transparency and to follow EU procurement regulations. Interested parties will not be prejudiced by any response or failure to respond to the PIN and a response to this PIN does not guarantee any invitation to participate in this soft market testing exercise or any future public procurement process that OCC may conduct. It is a requirement that the chosen supplier has solid and demonstrable experience of providing housing management software solutions to Local Authorities or Housing Associations. The preference is that the software is run on a single database or highly integrated databases. There are approximately 120 users of the current housing system. The Contract will last for an initial period of 3 years, with an option to extend for a further 2 + 2 years a total potential term of 7 years. The key business processes to be supported are: Housing Management; Housing Options and Homelessness; Customer and Contractor Web Portal; Contractor Management; Asset Management; Mobile Working; Performance Reporting.
