Tender description

The Council are inviting bids for providers to manage the receipt and composting of Green Garden Waste collected from domestic households in the Harrogate District to the standards defined within this Specification. Due to the geographical nature of the District it is anticipated that more than 1 tenderer will be appointed to provide the service to the Council. The Council currently provides a free fortnightly collection of green garden waste from mid March to mid December each year from approx. 43 000 out of 71 000 households in the District. The total tonnages of green garden waste collected in 2015/16 was 10 600 tonnes. From June 2017, the Council will start to charge for the collection of green garden waste and the charged service will be offered to the 43 000 households from late June 2017 onwards. In addition, the Council will then expand the service from March 2018 and offer the charged garden waste service to all suitable households across the District. Under the new scheme, householders will have the option to subscribe to more than 1 garden waste bin as charges are on a per bin basis.
