Tender description

A fully managed payroll service which is configured to pay employees on a monthly basis. Magnox Limited, owned by Cavendish Fluor Partnership (CFP), is the management and operations contractor responsible for decommissioning 12 nuclear sites and operating 1 hydroelectric plant in the UK, working for the sites' owner, the NDA. Magnox is responsible for managing the sites through their life-cycles, overseeing all aspects of de-fuelling and decommissioning. Once the defuelling process is completed and all used Magnox fuel has been sent to Sellafield for reprocessing, each site is prepared to enter a passive state. During this time the focus is on decommissioning and de-planting buildings and retrieving, treating and processing any waste. Each site is then left in a passive state, allowing radiation levels to decay naturally over time. During this time the sites will be continuously monitored and planned maintenance and inspection activities will be undertaken. Final site clearance is the last stage in a site's life-cycle, which involves dismantling the reactor vessels and dispatching any remaining waste to its final destination. Once this work is complete sites can be released for a new use. Headline Requirement Magnox Ltd requires a fully managed payroll service which is configured to pay its employees on a monthly basis. To facilitate this requirement Magnox expects to submit data/information via a transaction log to the service provider that will then manage all elements of payroll defined in this scope document. Alternative proposals for data exchange and interface are invited. The managed service will include full responsibility for the payroll provision together with handling and resolving direct employee queries without Magnox intervention. Magnox HR will also require direct contact to obtain information, resolve queries and ad-hoc reports/data. Magnox has 1 tax office reference and operates 1 payroll, paid monthly for all employees. There are currently around 2 800 PAYE employees; this number will steadily reduce yearly, estimated with redundancy and retirement's to be approximately 300 per year. Magnox Resource is a mixture of manual, specialist and managerial positions.
