Tender description

The delivery of social care support to people living with ill mental health is a responsibility for the Council under The Care Act 2014. Local authorities have a legal duty to provide social care support to people who meet the national eligibility criteria, this support could be provided in their own homes or in other accommodation, dependent on the individual needs of the service user. The London Borough of Barking and Dagenham (LBBD) is currently in the process of re-modelling block contracted mental health support contracts to ensure that they meet the needs of the population. The current proposal is for the local authority to commission provider(s) to deliver a mental health supported accommodation scheme and a personalised mental health outreach support service. The first lot will be designed to award a contract to a provider for the delivery of a 24-hour supported living service in a 5-bedroom property owned by the Local Authority as well as a mental health outreach service to service users residing in the southern half of the borough. The 5-bedroom property will act as the hub for the outreach service in the southern half of the borough. The second lot will aim to award a contract to a provider for the delivery of a 12-hour supported living scheme and a mental health outreach support service for service users residing in the northern half of the borough. Providers submitting tender applications for lot two will be required to evidence that they can provide a building (or multiple buildings in close proximity to each other) capable of providing accommodation for approximately 14 service users in the northern half of the borough which will be used as the supported living scheme and the hub for the outreach service.
