Tender description

DFID is seeking to procure the services of a Service Provider for its Poverty and Growth Programme. This programme seeks to design innovative approaches to support the demand for economic reforms. There are 2 primary objectives. The first is to identify and strengthen national champions for economic reform. The second is to pioneer communication and advocacy mechanisms to stimulate the demand and pressure for reform. This will build on the existing technical expertise and knowledge base within Pakistan. The programme will look at tax policy in Pakistan with the aim of changing both the public and the political narrative from the current culture of tax evasion to one where it is a joint citizen and state responsibility necessary to fund a functional state. The Service Provider who will be responsible for (i) accountability for the programme's outcome and output indicators; (ii) direct provision of core advocacy, communication, and campaigning skills; (iii) account management of public affairs, media, civil society, and research providers; (iv) stakeholders and partnership management; (v) and political and fiduciary risk management, as laid out in the Terms of Reference on the DFID website.
