Tender description
The Environment Agency are appointed as administrators of the Climate Change Agreement Regulations (CCA) 2012, which came into force on 1.10.2012. The Climate Change Trading and Regulatory Services (CCTRS) team comprises of Climate Change Agreements (CCA's), The CRC Energy Efficiency Scheme (CRC), EU Emissions Trading Scheme (EUETS) and Energy Savings Opportunity Scheme (ESOS). This framework is mainly for supporting the Administrator to deliver its requirements under the CCA and ESOS schemes but with the flexibility to contribute to audits under CRC and EUETS where appropriate. The sector associations vary in their expertise and some need more support than others. They also vary in the complexity of their agreements and the range of CCA rules and guidance with which they must comply. Some use consultants, who may require support on the sectors behalf. You will need experience dealing with a wide range of the sectors covered by CCAs and be able to have the detailed conversations required with them. In some cases detailed review to set precedents or redefine the rules and intent may be required. You will need to provide technical advice to the sector associations and/or their consultants to create and maintain Umbrella agreements and Underlying agreements for the sectors operators and related technical issues. The CCA scheme will require several types of audit and auditing of both the sector associations and the operators facilities. The EA will be responsible for selecting sectors and operators of UnA's for audit with input from auditors and Lot 1 consultants. This will be planned annually on a risk and random basis. The consultant responsible for audit will be involved in the selection review to support the risk based process. The ESOS audits are detailed compliance audits on participants who have notified us of their compliance. The auditor will be required to evaluate the compliance of participants in accordance with an outline methodology provided to them by the Environment Agency. The scope of work includes completing audits to review the accreditation of our 14 professional bodies. This work will involve looking at the accreditation criteria put down by the professional bodies, and checking and assessing them.
