THE PROVISION OF SUPPORT TO HSE FOR THE IMPLEMENTATION OF DIRECTIVE 2013/35/EU COVERING WORKER EXPOSURE TO ELECTROMAGNETIC FIELDS (“THE EMF DIRECTIVE”)

Tender description

3.1. HSE is looking to appoint a number of suppliers on to a framework agreement to provide radiation specialist support linked to compliance with legislation, which will require detailed specialist knowledge of EMFs, including an understanding of the impact on the sectors affected as well as of the physical properties by which static and time varying electric and magnetic fields are quantified and measured. 3.2 HSE wishes to draw on radiation specialist expertise on an ad hoc, call-off basis, as required. Support may be required in the following areas: • to develop technical material which HSE can use to advise duty holders, • to provide advice on activities that result in exposure to high levels of EMF, • to develop training materials/information to operational inspectors, • to provide advice to HSE on guidance developed by industry sectors, • to provide technical support to HSE operational activities, which may lead to enforcement action, including reviewing duty holders’ EMF exposure and risk assessments. 3.3 HSE will appoint an appropriate number of supplier(s) which it believes will provide the required range of support across the five areas listed above to each of the relevant industrial sectors. 3.4 Support will be required between April 2016 and March 2017. 3.5 Service delivery will primarily be by correspondence; occasional attendance in Bootle, Merseyside may be required.
